During the rescue and disaster relief efforts, Li Qingxue, Party branch secretary of Xiaotaizi Village, Heishanke Township, Jianchang County, died in the line of duty.

　　As of 8:00 on the 21st, the average precipitation in Huludao City was 162.4 mm, with a maximum of 540 mm. Both the total precipitation and the intensity of the rainfall broke historical records since meteorological records began. Among them, Suizhong County, Jianchang County, and Nanpiao District of Huludao City received relatively heavy rainfall.

　　According to reports, Huludao quickly established a joint emergency rescue team, deploying more than 2,740 rescue personnel, 5 helicopters, 14 assault boats, and 90 rubber boats, racing against time to go deep into disaster-stricken areas such as Yangshudixia Village in Heishanke Township and Datun Town in Jianchang County to carry out rescue operations. As of 6:00 on the 21st, a total of 185 trapped people had been rescued.

　　As of 6:00 on the 21st, Huludao City had relocated a total of 50,012 people. After emergency repairs and hazard removal, contact has been established with 3 townships (18 villages) in Jianchang County and 3 townships (21 villages) in Suizhong County where roads were blocked and communications were cut off, and rescue personnel have entered the villages to carry out disaster relief work. According to preliminary investigations, apart from 2 people missing, no other casualties have been found.

The Xingjian Expressway has fully reopened.
