Last week, Shandong's project construction "progress bar" was frequently refreshed, with various regions innovating construction methods and advancing project construction in a scientific and orderly manner, gathering momentum and empowering high-quality development.
At a depth of one hundred meters below the sea level of Jiaozhou Bay, the cutterhead at the front end of the "Deep Blue" shield tunneling machine in the shield-driven section of the north main line of the Second Jiaozhou Bay Subsea Tunnel in Qingdao rotates slowly and continuously amid the roar of machinery, "gnawing" at the rock and advancing at a speed of 8.4 meters per day. Next, the tunnel shield machine's excavation will shift from mainly "eating soil" to the "gnawing rock" stage, and will then focus all efforts on conquering the most critical 2,645-meter hard rock stratum along the entire line. Above is the vast ocean, ahead lies complex geology, and all around is a diverse hydrogeological environment... Facing these complex conditions, during construction the Second Jiaozhou Bay Subsea Tunnel project has pursued "new" to raise "quality," increasing the application of intelligent construction in all aspects of engineering construction, with the support of the "most powerful brain" making project management "well-informed and sharp-sighted." Once the project is completed, Qingdao will enter the "dual-tunnel era," further accelerating transport links between Qingdao and Huangdao, refreshing the "progress bar" of integrated transportation around the bay, and further realizing "convenient Qingdao-Huangdao connectivity."
From August 6 to 7, the on-site advancement meeting for Binzhou's major projects in the second quarter of 2024 was held, mobilizing the entire city to go all out to accelerate project construction. The 30 projects observed presented the characteristics of "strong support," "strong clustering," "excellent value," and "rich underlying tone." Some projects extending, supplementing, and strengthening the industrial chain, terminal equipment manufacturing projects, and first-of-their-kind (set) projects feature leading equipment and processes, broad market prospects, and strong emerging momentum, giving traditional industries new achievements in moving upmarket, new progress in the scaling up of emerging industries, and new breakthroughs in the park-based clustering of distinctive industries. As these major and good projects with clear industrial positioning, rapid and efficient implementation, and outstanding quality and efficiency accelerate, major project construction across the city shows a momentum of all boats setting out, providing key support for promoting Binzhou's green, low-carbon, and high-quality development.
In Weifang, the Phase I 1,000-ton-per-year bisfluorosulfonimide lithium salt production line of Shandong Lingkai in Binhai District has been completed and entered the trial production stage. Since its launch in April last year, the project took only 14 months to complete a construction task that normally requires 24 to 30 months, winning a head start for the project in fierce market competition. This is also a vivid practice of Binhai District's precise policy measures and strengthened services to fully safeguard the development of project enterprises. To ensure early completion and commissioning, Binhai District selected 57 projects with a total investment of 28 billion yuan, clarified time nodes such as project completion and commissioning, and established a three-level service guarantee mechanism to ensure project advancement is vigorous and orderly. Since the beginning of this year, Binhai District has unswervingly adhered to invigorating and strengthening the district through industry, going all out to promote project commissioning and achievement of results. In the first half of the year, 27 projects including Shandong Lingkai, Zhengfan Technology, and Shandong Jingxin were successively commissioned, adding 33.7 billion yuan in output value and setting a "speed-up" for the completion and commissioning of key projects.
To add confidence and staying power to high-quality development, Weihai City adheres to the principle that "factors follow projects," making dual-track efforts "online + offline." Online, through the city's project management service platform, it conducts digital scheduling and sorting of key projects' commencement, investment, and commissioning. Offline, six departments including development and reform, science and technology, industry and information technology, housing and urban-rural development, agriculture and rural affairs, and marine development take the lead in regularly going to the front lines of district and city projects to help resolve bottleneck problems on site. In the first half of this year, of the 896 key projects at the provincial, municipal, and county levels in Weihai, 841 started construction, a commencement rate of 93.9%; of the 803 implementation-type projects, 794 have started, a commencement rate of 98.9%. Investment of 56.06 billion yuan was completed, an investment completion rate of 67%, exceeding the target of "more than half the time elapsed, more than half the tasks completed."
