"The project mainly involves building five two-story standardized factory buildings of about 64,000 square meters, with a total investment of 430 million yuan and covering about 74 mu. After production begins, annual output value can reach 700 million yuan, employing 300 people. It mainly produces fruit jam, concentrated juice, milk-containing beverages, milk tea powder, ice cream powder, etc., primarily supplying high-quality raw materials to the catering industry, tea beverage industry, and chain organizations. Jiaxian's investment promotion and enterprise services are fast and efficient, and the environment is good. On the same day, not far from this construction site, the author saw at the Phase II project site of the Pingdingshan High- and Low-Voltage Electrical Professional Park that workers, undaunted by the intense heat, were carrying out operations in an orderly manner: crane operators were intently loading materials onto the factory building, and construction personnel were methodically installing exterior wall and roof tiles...

"The Phase II project of the Pingdingshan High- and Low-Voltage Electrical Professional Park has a total investment of 1.26 billion yuan and covers about 67 mu. It mainly manufactures 35KV complete switchgear cabinets, power transformers, distribution transformers, high-voltage intelligent circuit breakers, CP cabinets, transformer cores, and other power transmission and distribution equipment. Four enterprises have already moved in. The project is planned to have an 18-month construction period. After full completion, the park can achieve sales revenue of 1.8 billion yuan, tax revenue of 110 million yuan, and provide employment for 1,000 people. By then, it will complete Jiaxian's high- and low-voltage power industry chain, effectively shorten product logistics cycles, reduce production costs, and enhance enterprise market competitiveness," said Lü Weifeng, director of the Investment Promotion Department of the County Economic and Technological Development Zone Management Committee.

Pursuing projects means pursuing development, and planning projects means planning the future. Since the beginning of this year, Jiaxian has consistently treated project construction as an important engine for high-quality development, implemented the "three batches" of projects on a rolling basis, based itself on local characteristic advantages, advocated a style of solid and hard work, kept close attention to project construction results, and driven project construction to achieve "accelerated speed," providing solid support for steady economic growth.

Focusing on areas such as "developing and strengthening leading industries, transforming and upgrading traditional industries, developing characteristic industries across the entire chain, improving the quality and efficiency of park construction, and infrastructure and livelihood security," 101 industrial projects have been planned, with a total investment of 26.5 billion yuan; 37 new projects have started construction, with a total investment of 6.16 billion yuan. Monthly notifications of key project construction progress have been maintained, awareness of milestones and responsibility has been strengthened, and project construction tasks have been completed on time. Key projects such as the Green Food Industrial Park, Like Da's annual production of 5 million high-performance medical devices, Phase II of the High- and Low-Voltage Electrical Industrial Park, and Hengyi Lithium Battery Cathode Materials are progressing smoothly.

For enterprises to develop, good service is key. The county has actively promoted approval models such as joint review and joint approval and acceptance with deficiencies, accelerated the handling of approval procedures for project initiation, planning, land use, and environmental impact assessment, and ensured the maturity of planned projects. It has actively coordinated land use indicators, focused on guaranteeing land for major project construction, accelerated the revitalization of idle and inefficiently used land, and given priority to its use for the development of leading industries. Departmental coordination has been strengthened to resolve issues such as labor and raw materials for major projects, and municipal supporting facilities such as water, electricity, roads, and gas have been provided in a timely manner, creating favorable conditions for the accelerated implementation of projects. The "streamlining administration, delegating power, improving regulation, and upgrading services" reform has been further deepened, a "green channel" for key project approval has been established, and key project filing has achieved service models such as no face-to-face contact, zero errands, acceptance with deficiencies, proactive connection, and full-process agency services. Approval items and procedures have been further reduced, effectively resolving issues in enterprise production and operation, project procedure handling, and financing, and striving to create a better business environment.

According to statistics, in the first half of this year, the county's 28 key projects at or above the municipal level completed an investment of 3.66 billion yuan, accounting for 61% of the annual investment plan. In the first half of the year, the county's gross domestic product reached 10.677 billion yuan, a year-on-year increase of 4.8%; the added value of industrial enterprises above designated size increased by 12.0% year on year; and fixed asset investment increased by 14.5% year on year.
