Recently, walking into the construction site of the Yangshi Wind Farm in Guiyang County, Chenzhou City, one is greeted by the roar of machinery and a scene of bustling construction. This is a solid step taken by Guiyang County in promoting the development of the wind power industry and making advantageous industries a driver of the county's rapid economic and social development.

　　The project spans Yangshi Town, Zhangshi Town, and Leiping Town in Guiyang County. It is invested by PowerChina New Energy Group Co., Ltd. and designed to install 16 wind turbine generator sets with a single-unit capacity of 5 MW, among which the tower has a maximum diameter of 5 meters and a total height of 107 meters. The project has a total installed capacity of 80 MW and a total investment of 580 million yuan.

　　To expedite progress, the project construction is carried out in groups working simultaneously. Since construction officially started on April 18 this year, the project has progressed smoothly, with all construction work advancing steadily. The project is scheduled to be fully connected to the grid by December 31 this year. This is the sixth new energy project invested and built by PowerChina New Energy Group Co., Ltd. in Guiyang County. After the project is put into operation, the total installed capacity of these six new energy projects will reach 336,000 kilowatts, and by then Guiyang County's installed wind and photovoltaic capacity will exceed 1 million kilowatts.

　　"During the construction process, the local Party committee and government gave us great support," said Li Cheng, head of the Yangshi project of the Central China Branch of PowerChina New Energy Group Co., Ltd.

　　The project's rapid, accurate, and steady implementation benefits from Guiyang County's continuously optimized business environment. The local authorities have set up a dedicated project promotion task force, improved the guarantee mechanism of "factors follow the project," optimized the allocation of factor resources, and provided solid services and guarantees for project implementation.

　　The originally planned route for the project in the Yangshi Town area needed to pass through a local livestock farm. If built along the original route, it would affect the farm's epidemic prevention and sedimentation tank systems. After extensive coordination, the Party committee and government of Yangshi Town built a new temporary route to ensure the smooth progress of the project construction.

　　"We have assigned dedicated personnel to work jointly at the project command center, providing 24-hour follow-up services, keeping abreast of project progress at the first opportunity, solving problems at the first opportunity, and identifying and resolving conflicts at the first opportunity. So far, we have helped solve more than 30 problems," introduced Hu Zhijun, Deputy Secretary of the Party Committee and Town Mayor of Yangshi Town, Guiyang County.

　　Guiyang County firmly establishes the concept of "projects first," plans projects with a long-term perspective, seizes opportunities to attract projects, goes all out to build projects, and perseveres in safeguarding projects. It treats optimizing the business environment as a major foundational and strategic project, and uses a first-class business environment to help accelerate project construction and improve efficiency.

　　At present, all 21 provincial and municipal key construction projects have started construction, with a statistical registration rate of 100% and good overall progress. Key projects such as the second phase of Dijing Environmental Protection, Taixiang Casting, Hongyi Photovoltaic, Yangshi Wind Power, and the infrastructure of the Beiteng area have started construction one after another. A number of continued projects, including the Home Furnishing Intelligent Manufacturing Industrial Park, Longyuan Photovoltaic, and the comprehensive natural gas utilization project in the western area, are progressing smoothly. The Fangyuan Wind Farm project has been fully completed and connected to the grid for power generation.

　　In addition, to address the pain points, difficulties, and bottlenecks encountered in approval and supervision work in the park, Guiyang County has explored a new "joint acceptance" approach. Through methods such as advance intervention, linkage between approval and supervision, and departmental collaboration, it has achieved faster and more effective joint acceptance.

　　Advance intervention strengthens project management to address pain points. By setting up on-site task forces and assigning project stewards, it improves service levels, carries out advance intervention in the standardized management of enterprise projects, proactively visits enterprises, strengthens guidance, and fully implements the model of "zero errands for owners, services delivered to their doorsteps."

　　Linkage between approval and supervision standardizes engineering construction and removes bottlenecks. It establishes and improves a closed-loop management mechanism for approval-supervision linkage based on the principle of "lenient approval, strict supervision," with information sharing and mutual recognition of results between approval and supervision departments, promoting benign interaction between approval and supervision.

　　Departmental collaboration accelerates joint acceptance and breaks through difficulties. On the basis of strictly implementing the working model of "enterprise application, unified acceptance, centralized organization, parallel acceptance, and time-limited processing," it makes every effort to improve services and streamline processes to ensure efficient interdepartmental linkage.

　　In the first half of this year, Guiyang County assigned 72 key project service specialists to serve 109 key projects. From January to July, they visited projects more than 4,200 times, identified 37 problems, and solved 33 of them.
