Recently, the Qinghai Provincial Department of Housing and Urban-Rural Development announced that the department is focusing on energy conservation and carbon reduction in the housing and urban-rural development sector, with advancing the production and application of green building materials as a key lever, highlighting the "four emphases," and through four measures—establishing and improving the work system, refining management measures, planning the industry's development direction, and fostering a favorable working atmosphere—striving to promote the upgrading of building quality, continuously advancing the integrated development of the green building materials and green building industries, and effectively promoting the green development of housing and urban-rural development.
　　To further strengthen the evaluation and certification of green building materials, the Provincial Department of Housing and Urban-Rural Development and the Provincial Economic and Information Technology Commission jointly issued the Notice on Doing a Good Job in the Management of Green Building Materials Evaluation and Labeling in Qinghai Province. At present, one certification body has been introduced to set up a permanent office in Qinghai to carry out green building materials evaluation and certification. Adhering to placing institutional development first, the department issued the Implementation Plan for the Certification, Promotion and Application of Green Building Materials and the Notice on Doing a Good Job in the Recognition and Promotion and Application of Green Building Materials Products, continuously standardizing the management of recognition and promotion and application of green building materials. All products in the province that have obtained green building materials certification certificates have been incorporated into the National Green Building Materials Certification (Evaluation) Label Management Information Platform and the Catalog of Green Building Materials Certification Label Products of Qinghai Province. In addition, the proportion of green building materials applied in engineering construction projects has been incorporated into the credit management system of the housing and urban-rural development sector, and the Rules for Calculating the Proportion of Green Building Materials Used in Construction Projects in Qinghai Province (Trial) has been compiled, continuously increasing the proportion of green building materials applied in engineering construction projects.
　　Actively carrying out enterprise research visits, conducting questionnaire surveys on the intention of building materials enterprises for green labeling evaluation, analyzing the current state of industry development, and researching and proposing development directions. Intensifying training efforts to effectively enhance the capabilities and quality of staff. At present, seven batches of the Catalog of Green Building Materials Evaluation Label Products of Qinghai Province and four batches of the Catalog of Green Building Materials Certification Label Products of Qinghai Province have been released, continuously increasing the application proportion of green building materials in the province and promoting the upgrading of construction project quality. At the same time, carrying out green building materials going to the countryside activities to a high standard, organizing green building materials enterprises to go deep into counties, townships, and rural areas, and through energy conservation and emission reduction publicity, on-site guidance by experts, public welfare lectures, and other methods, encouraging rural housing renovation and agricultural infrastructure construction to take the lead in selecting green building materials that are energy-saving, low-carbon, safe, and cost-effective.
