Recently, it was learned from relevant departments in Qionghai City that since the beginning of this year, Qionghai has focused on issues such as difficulties in project implementation, long construction cycles, and numerous approval matters, and has innovatively implemented institutional reforms for the approval and permitting of government-invested engineering construction projects, including "joint project construction" and "using letters in place of certificates," exploring the implementation of "simulated approval" for engineering construction projects, and promoting faster implementation, commencement, and commissioning of engineering construction projects through multiple measures such as "streamlined processes" and "front-loaded services."
Fu Biaoquan, a member of the Party Leadership Group of the Qionghai Municipal Business Environment Construction Bureau, stated that the implementation of these approval reform systems not only streamlines processes and shortens processing times, but also forms a scientific, convenient, and efficient approval system, better and faster promoting project implementation, commencement, completion, and commissioning.
Thanks to the reform of the engineering construction approval system, a large number of key projects in Qionghai have advanced smoothly, including the Public Health Building Project of Qionghai People's Hospital, the Hainan Boao Zero-Carbon Demonstration Zone Construction Project, and the Boao Airport Cargo Infrastructure New Construction and Renovation and Customs Supervision Supporting Inspection Equipment and Facilities Construction Project, with some already completed and put into operation.
