Recently, Chen Yihua, Chairman of the Xiaonan District CPPCC, led a team to conduct on-site visits to the Libang capacity expansion project and the Lijie paper hygiene products project under contracted supervision, gaining an in-depth understanding of project construction progress, coordinating efforts to resolve difficulties and problems existing in project construction, and ensuring the smooth advancement of the projects.
Since the beginning of this year, Xiaonan District has thoroughly implemented the "211" project measures and the "Double Hundred" project construction requirements, adhered to the principle of "projects as the priority and industry as the **," strengthened full-cycle project scheduling, all-round striving, all-field planning, and whole-process guarantee, formulated and issued the "2024 List of Key Industrial Projects in Xiaonan District," with 33 leaders of the "Four District Leadership Teams" taking the lead in contracted supervision and 47 district-level departments providing paired contracted supervision, and 64 leading cadres at or above the deputy section level serving as "project secretaries" for tracking services, vigorously promoting the "five consecutive leaps" of project signing, landing, commencement, production, and upgrading to designated size. The District Key Project Service Center actively leveraged its role as the "central hub" of project services, explored and established a project information SMS platform, compiled and printed the "Directory of Project Responsible Persons," set up a project secretary work group, carried out large-scale on-site project visits, and organized three special teams to conduct on-site surveys of 18 key projects to be put into production and 19 projects to be commenced throughout the district, promoting the "five-party linkage" among district contracted-supervision leaders, project secretaries, special team members of the Project Service Center, township project leaders in charge, and enterprise project leaders, and striving to achieve "acceleration" in project construction with the drive to "dare to act and act quickly."
Up to now, 63 of the district's 90 key industrial projects have commenced, with a commencement rate of 70%, and 34 have been put into production, with a production rate of 37.78%; the district has a total of 70 "Double Hundred" projects, of which 52 have commenced, with a commencement rate of 74.29%.
