Recently, the Beijing Yanqing District Open Engineering Construction Project Real-Name Supervision Platform (hereinafter referred to as the Platform), developed and constructed under the promotion of the Yanqing District Human Resources and Social Security Bureau, was officially launched. Relying on information technology, the Platform carries out routine supervision of open engineering construction projects, further preventing and reducing wage arrears problems caused by disputes over attendance days, delayed payment of project funds, and other matters involving migrant workers.
　　At 7 a.m., workers at the Section 3 project of the Phase III road project of the Nanshan Ring Road in Yanqing District successively took up their posts. They skillfully took out their mobile phones, logged into the WeChat public account "Guichuan Labor Express," and with a light touch on the screen, clocked in successfully. Workers' on-duty data are transmitted in real time to the Platform's back-end system, clearly displaying clock-in time, location, and project without omission.
　　Open construction projects, due to their numerous sites, wide coverage, and long routes, face the problem of high personnel mobility and increased management difficulty. "Take worker attendance as an example. If the project management party fails to record workers' attendance in a standardized manner, it may lead to a situation where the proposed wage amount to be paid does not match the wage amount actually demanded by the workers," said Lian Guan, Director of the Labor Security Supervision Office of the Yanqing District Human Resources and Social Security Bureau. As the matter concerns standardized project management and the vital interests of workers, the Yanqing District Human Resources and Social Security Bureau gained a detailed understanding of the functional requirements, safety measures, and other details of the Platform from various departments and construction units, and promoted the construction of the Platform.
　　After two and a half months of research and development, construction, debugging, and launch testing, the Platform was fully put into operation in early July. Next, the Yanqing District Human Resources and Social Security Bureau will actively promote the inclusion of the Platform within the scope of "government cloud" management, comprehensively improve reliability, and ensure the safe and stable operation of the Platform; continue to optimize the Platform's operating procedures to achieve the goal of having all open construction projects in the district complete real-name clock-in and pay wages on time through the Platform, monitor wage arrears warnings through technological means, and prevent and reduce wage disputes and demands for unpaid wages; and, for construction projects that fail to promptly implement and upload relevant systems such as "project payment guarantee" and "migrant worker wage guarantee letters," intervene in a timely manner and urge rectification, and for those that fail to rectify on schedule, handle and punish them in accordance with the law, thereby safeguarding the legitimate rights and interests of migrant workers.
