Since the beginning of this year, the Fuyang Economic Development Zone has adhered to the concept of "projects first," deepened and substantiated the project construction improvement initiative, and continuously strengthened the momentum for high-quality development.
　　Improve the project work mechanism. Adhere to project-based economic work, responsibility-based project work, and checklist-based responsibility implementation; implement the "Five Ones" project work mechanism of one project, one leader, one dedicated team, one schedule, and follow-through to the end; keep a close eye on the start-up rate, statistical inclusion rate, completion rate, and production commencement rate; adhere to problem orientation, goal orientation, and result orientation; implement wall-chart operations, dynamic updates, and closed-loop management; and ensure that "everything revolves around projects and everything focuses on project implementation" to accelerate project construction.
　　Strengthen project element guarantees. Centering on policy trends and industry directions, systematically plan a batch of industrial transformation and upgrading and infrastructure construction projects, and compile 31 key projects for 2024 with a total investment of 48.04 billion yuan, which are being implemented step by step. Adhere to the principle that "elements follow projects," complete 400 million yuan of infrastructure construction investment, improve water, electricity, gas, road, and other infrastructure, and enhance the park's carrying capacity. Ensure project funding: the Fuyang Type B Bonded Center project's application for 2024 special bonds has passed review by the National Development and Reform Commission, and the Industrial Development Comprehensive Supporting Service Center project has received 150 million yuan in policy-based and developmental financial instrument funding support; two projects have applied for central budget investment funds, requesting 91.35 million yuan; and 37 equipment technological transformation relending projects have applied for 6.9 billion yuan in loan funds. Adhere to top-level listening, top-level coordination, and top-level promotion, firmly establish the work orientation of statistical inclusion within 3 months of commencement, promptly coordinate and resolve difficulties and problems encountered during project advancement, and make precise efforts to advance project construction comprehensively and efficiently.
　　Accelerate project construction progress. In the first half of the year, fixed asset investment of 930 million yuan was completed, including 710 million yuan in industrial investment and 260 million yuan in technological transformation investment; there were 23 municipal key projects, with 940 million yuan of investment completed. There were 3 provincial commencement mobilization projects, 2 of which have started; the Shihao New Energy 2GWh-per-year lithium-ion power and energy storage battery project is undergoing plant renovation, with equipment scheduled to arrive in August; the Wanling 2-million-square-meter-per-year photovoltaic home appliance and household glass project is scheduled to start construction soon. The ancillary works of Phase I of the Per-Mu Efficiency Improvement Project have been put into use; the road drainage and ancillary works of Phase I of the Industrial Development Comprehensive Supporting Service Center have been completed and delivered for use; the 220kV substation and transmission line project is scheduled to be completed in the third quarter; all 24 single-building main structures of Phase II of the Industrial Development Comprehensive Supporting Service Center have passed acceptance, and mechanical and electrical equipment installation, decoration, and other work are underway; the project has been awarded municipal quality standardization and safety standardization site status; the New Energy Industry Component Base project is undergoing foundation construction for production workshops and other single buildings and is scheduled to be put into use by the end of the year; the Electronic Information Industrial Park project is undergoing building demolition and construction design and is scheduled to start construction in the third quarter; Phase II of the Fuyang Type B Bonded Center is accelerating construction; after the project becomes operational, it will have functions such as bonded warehousing, international logistics distribution, and import and export trade, further enhancing Fuyang City's capacity as a platform carrier for the export-oriented economy.
