Recently, the 2024 Hangzhou Mid-Year Working Meeting on Carbon Peaking and Carbon Neutrality in the Construction Sector and the Project Site Observation Meeting were held.
It was learned at the meeting that in the first half of 2024, the city implemented 249 green building projects with a construction area of about 23.69 million square meters, and high-star green buildings accounted for 81%; it reserved 9 key high-star green building projects, 120,000 square meters of key ultra-low energy consumption building projects, 2 key near-zero energy consumption building projects, and 488,000 square meters of key projects applying a high proportion of renewable energy in buildings.
"In recent years, Hangzhou has continued to implement green and low-carbon actions in the construction sector, develop high-quality green buildings, and empower green urban development," said the relevant person in charge of the Science and Technology Division of the Hangzhou Municipal Construction Committee. According to preliminary statistics, since the 13th Five-Year Plan period, the city has implemented a cumulative green building area of 447 million square meters and obtained a total of 238 green building evaluation labels, covering an area of more than 35 million square meters.
Power-generating sunrooms, prefabricated houses assembled like building blocks, highly insulated passive houses... Landmark buildings and distinctive public buildings bearing the "green building" label are emerging in large numbers in Hangzhou.
At the beginning of 2024, the Heda Comprehensive Energy Low-Carbon Demonstration Base project passed completion acceptance. As one of Hangzhou's top ten low-carbon scenarios in 2022, the commissioning of the project's central energy station can guarantee the process-environment energy demand of more than 500,000 square meters of newly built biopharmaceutical industrial buildings within a 1.5-kilometer radius and reduce the power distribution capacity pressure of surrounding parks. At the same time, it fully utilizes new technologies such as valley-electricity ice storage and solar photovoltaic power generation to improve the overall operating efficiency of the power grid system and the utilization ratio of green energy.
Hangzhou's new cultural landmark, the Zhijiang Cultural Center, has become a new literary and artistic venue that citizens and tourists are eager to visit. Through a combination of active and passive energy-saving designs, this project adopts green technical measures such as indoor environment design, composite application of renewable energy, high-efficiency air-conditioning equipment, and intelligent construction, meeting the design requirements of a three-star green building. For example, photovoltaic panels of 1,740 square meters and 1,940 square meters were installed on the roofs of the library and the museum, respectively; the museum, intangible cultural heritage hall, literature hall, and the dining area of the public service center adopt air-source heat pump hot water systems, with the proportion of hot water provided by renewable energy reaching 71.97%.
The Phase I relocation and reconstruction of Chengdong Primary School, located in Xintang Subdistrict, Xiaoshan District, Hangzhou, has been put into use. This project is one of the first batch of green building materials pilot projects in Hangzhou, with the application ratio of green building materials reaching more than 70%, meeting the requirements of the two-star green building index.
In addition to making individual buildings "green," Hangzhou is also actively exploring the construction of green ecological urban areas. Jianghai City, located in the core plot of Hangzhou Bay, extends east to Toupeng Expressway, south to Qiantang Expressway, west to Hezhuang Avenue, and north to Jiangdong 1st Road, with a planned total area of 24.5 square kilometers. The area is proposed to select 6.75 square kilometers to apply for the provincial-level green ecological urban area planning and design label, and the implementation plan and special planning have now been completed.
"We will base ourselves on the goal of a carbon peaking pilot city, combine the implementation of key green and low-carbon projects, coordinate and synergistically advance the tasks of the carbon peaking pilot city with green building and energy-saving work, and the improvement of public building energy efficiency with energy-saving and carbon-reduction work, and strive to achieve breakthroughs in distinctive work such as the creation of green ecological urban areas," said the relevant person in charge of the Hangzhou Municipal Construction Committee.
