The Yangxin County Administrative Approval Service Bureau closely focuses on key project construction, promotes the "one thing" value-added service for project commencement, improves the responsibility chain and service network of "start construction upon land acquisition," helps projects get off to the earliest start, pursue multiple lines simultaneously, and break through difficulties, so as to achieve early commencement, early production, and early results.
　　Since the beginning of this year, the Yangxin County Administrative Approval Service Bureau has explored and promoted the "ten certificates issued jointly" reform for engineering construction projects, merging the handling of multiple approval matters prior to construction permits, such as construction permits and engineering quality supervision registration certificates, to accelerate project implementation.
　　Cui Lulu, Chief of the Investment Project Section of the Yangxin County Administrative Approval Service Bureau, said: "Under the previous project approval process, procedures such as land use planning and engineering planning had to be handled first before applying for a construction permit, and the entire process took about more than 40 days. Now that the 'one thing' service for engineering construction project commencement has been implemented, the handling time for enterprises has been greatly shortened, parallel approval at a single window has been achieved, and more than 30 days of approval time has been saved for enterprises."
　　Up to now, the "ten certificates issued jointly" has been achieved for three projects: Hanlin Yaju of Yangxin Lida Xing Industrial Group Co., Ltd., Yucheng Huafu of Yangxin Xindong Real Estate Co., Ltd., and Shuangtai No. 1 of Binzhou Chengtai Real Estate Co., Ltd.
　　Focusing on problems in the engineering construction field such as multiple approval departments, long processes, and complex matters, the Yangxin County Administrative Approval Service Bureau has established a special task force for leading the handling of engineering construction projects to provide pre-approval guidance and proactive services for projects, minimizing the number of trips enterprises must make.
　　Wang Jing, Deputy Director of the Yangxin County Administrative Approval Service Bureau, said: "Next, we will continue to focus on key project construction. Centering on the new model of one-click approval for engineering construction project commencement, we will streamline approval processes and shorten approval time limits, making the joint issuance of ten certificates and multiple certificates a replicable and promotable normalized service mechanism, continuously providing the most convenient approval and the highest quality services for the implementation of enterprise projects, and optimizing the business environment to a greater extent."
