The "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Advancing Chinese Modernization," reviewed and adopted at the Third Plenary Session of the 20th Central Committee of the Communist Party of China, proclaims to the whole world the strong signal that our Party will unswervingly hold high the banner of reform and opening up. The blueprint has been drawn; the key lies in implementation. The deeper reform advances, the more complex and acute the contradictions become, the harder the tough bones are to gnaw, and the more effort we must make in implementation—overcoming all kinds of resistance, breaking down the fences of entrenched interests, advancing in a coordinated and systematic manner, ensuring that all measures are implemented and effective, and transforming the strategic deployment of further comprehensively deepening reform into a powerful force for advancing Chinese modernization.

Theory is the guide to practice. The Party's innovative theory guides the practice of further comprehensively deepening reform. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has persisted in leading reform practice and innovation with ideological and theoretical innovation, and in continuously enriching and developing ideology and theory by summarizing practical experience, successively putting forward a series of breakthrough, strategic and guiding important thoughts and major theses. General Secretary Xi Jinping's important expositions on comprehensively deepening reform are an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and constitute a scientific theoretical system with rich connotations, a complete system and rigorous logic. We must take this as our fundamental guide, let the light of truth illuminate the path forward in advancing Chinese modernization, and write well the continuation of reform and opening-up practice and a new chapter of the era.

The key to further comprehensively deepening reform lies in the Party. In summarizing experience, expounding significance, proposing principles and deploying measures, the "Decision" adopted at the plenary session treats Party leadership and Party building as important content throughout, and devotes a dedicated section to deploying the reform of the systems for Party leadership and Party building. This fully demonstrates the extreme importance of the Party in leading the great cause of China's reform and opening up. "To forge iron, one must be strong oneself." The whole Party must maintain a high degree of consciousness in leading social revolution with the Party's self-revolution, persist in governing and building the Party with the spirit of reform and strict standards, and improve the institutional and regulatory system for the Party's self-revolution. We must uphold the centralized and unified leadership of the Party Central Committee over further comprehensively deepening reform, deepen the reform of the Party building system, deeply advance the building of Party conduct and clean government and the fight against corruption, and grasp reform implementation with a nail-driving spirit.

"Reform is meaningful only when it is for the people; reform has momentum only when it relies on the people." Grasping reform and promoting development are ultimately about enabling the people to live a better life. We must firmly establish a people-centered philosophy of development, plan and advance reform proceeding from the people's overall interests, fundamental interests and long-term interests, solve the interest issues that the people are most concerned about, most directly and most realistically, and continuously satisfy the people's yearning for a better life. We must respect the principal position of the people, respect the wishes expressed, experience created, rights enjoyed and roles played by the people in the practice of further comprehensively deepening reform, and fully stimulate the creative power latent in the people.

Forging ahead on a new journey, reform sets out again. The whole Party must work together to ensure the implementation of the more than 300 important reform measures set out in the "Decision." We must enhance the political consciousness of firmly upholding the "Two Establishments" and resolutely achieving the "Two Upholds," grasp the arming of the Party with innovative theory, raise the whole Party's level of Marxism and capacity for modernization, improve the system for exercising full and rigorous Party self-governance, overcome the chronic problems of formalism and bureaucratism, take whether the people recognize and are satisfied as the criterion for testing the effectiveness of reform, strive to be doers of reform, rely on the people to grasp reform, and jointly transform the strategic deployment of further comprehensively deepening reform into a powerful force for advancing Chinese modernization.
