Recently, it was learned from the Xinye County Natural Resources Bureau that the county has broken down administrative barriers, integrated surveying and mapping matters, standardized surveying and mapping standards, and established a results-sharing mechanism to solidly advance the "multi-survey integration" reform for engineering construction projects, effectively shortening project surveying and mapping time.

Xinye County has carried out joint surveying and mapping of the planning, land, real estate, civil air defense, and other surveying and mapping operations involved in project approval, construction supervision, and completion acceptance for engineering construction projects, achieving "one ruler measured to the end and one set of data used to the end." Through "multi-survey integration," it has unified industry surveying and mapping norms and data standards, sorted out the difficulties and bottlenecks in each process of construction projects from land approval and land supply to the construction land planning permit, construction project planning permit, and real estate registration and certification, and through measures such as early intervention, "multi-survey integration," in-process supervision, parallel processing, process optimization, and time limit compression, promoted seamless connection of project construction and achieved the convenience service goal of "certificate issuance upon land delivery."

Jointly with the Housing and Urban-Rural Development Bureau, Development and Reform Commission, and other departments, and in accordance with the acceptance model of "one department leading, joint acceptance, completion within a time limit, and unified confirmation," it has merged the handling of construction project site selection opinions and land use pre-examination, construction land supply and construction land planning permission, and planning verification and land verification, organized unified implementation, and adopted one-window acceptance, parallel approval, and completion within a time limit, greatly improving approval timeliness.

Deepening the reform of online services and building a new pattern of "digital natural resources," the county natural resources bureau is committed to promoting the extension of government services to mobile terminals. Through access to the "multi-survey integration" platform, it has realized full online handling of surveying and mapping services in engineering construction project approval, reduced duplicate surveying and mapping, and improved approval efficiency. At the same time, it actively promotes the application of electronic licenses and certificates and facilitates mutual recognition and trust of electronic licenses and certificates across regions and departments.
　　It is reported that since the advancement of the "multi-survey integration" reform, the surveying and mapping time for engineering construction projects in Xinye County has been shortened by an average of more than 40%, and surveying and mapping costs have been reduced by an average of more than 30%. Seven surveying and mapping institutions have settled in, 23 new projects have been completed, 36 entrusted contracts have been signed online, and 96 business matters have been accepted.
