On the 19th, the Hainan Provincial Department of Natural Resources and Planning reported that in the first half of the year, Hainan approved 318 cases of agricultural land conversion (conversion of agricultural land to construction land) and land expropriation, with newly added construction land area of 32,000 mu, a year-on-year increase of 64%; the province supplied 30,000 mu of state-owned construction land, a year-on-year increase of 12.8%, achieving "double growth" in land approval and supply.

　　Since the beginning of this year, the natural resources and planning departments of Hainan Province have introduced a package of natural resource element guarantee policies, including 13 measures to support urban renewal, and established an element guarantee system of "incremental guarantee, stock guarantee, special guarantee, and reverse guarantee," providing strong support for the high-quality development of the Hainan Free Trade Port.

　　From January to June this year, the supply of construction land in Hainan Province rose steadily, the land market operated smoothly, and both the land transfer area and transaction price achieved double growth.

　　In terms of land use, in the first half of the year, the transfer area of state-owned construction land in Hainan Province was 7,035 mu, with a transaction price of 15.5 billion yuan, up 42.3% and 37.7% year-on-year respectively. In addition, the "Land Supermarket" platform currently has 423 parcels of state-owned construction land pending supply, totaling 23,700 mu.

　　From the perspective of land transfer purposes, in the first half of the year, the transfer area of residential land in Hainan Province decreased, while the transfer area of other land such as industrial and mining storage land, public management and public service land, and transportation land increased significantly, reflecting that Hainan Province's land element allocation has clearly tilted toward the real economy and public infrastructure, effectively supporting industrial structure adjustment.

　　In terms of sea use, in the first half of the year, Hainan Province newly approved sea use area of 30,600 mu and actually collected sea area usage fees of 283 million yuan, up 49% and 91% year-on-year respectively.

　　Since the beginning of this year, the guarantee of resource elements such as land and sea use for major projects in Hainan Province has been accelerated and made more effective. Among the province's 301 provincial major projects, 257 projects have started construction or are ready to start, with a resource element guarantee completion rate of 85%; the resource element guarantee procedures for 30 projects are proceeding normally; and the bottleneck problems such as difficulties in land expropriation and demolition existing in the remaining 14 projects are being coordinated and resolved.
