The Third Plenary Session of the 18th Central Committee of the Party was also epoch-making, opening a new journey of comprehensively deepening reform in the new era and advancing reform through systematic and overall design, and creating a brand-new situation for China's reform and opening up. Since the 18th National Congress of the Party, the Party Central Committee with Comrade Xi Jinping at its core has united and led the whole Party and the people of all ethnic groups across the country, advanced comprehensive deepening of reform with tremendous political courage and wisdom, and realized the transformation of reform from partial exploration and ice-breaking breakthroughs to systematic integration and comprehensive deepening. The whole Party must consciously place reform in a more prominent position and forge ahead with vigor and determination to realize the Party's central task on the new journey of the new era.

　　The "Decision" adopted at this plenary session scientifically laid out the overall deployment for further comprehensively deepening reform around Chinese modernization, defined the guiding ideology, general goal, and major principles for further comprehensively deepening reform, and focused on deploying major reform measures for the next five years. The general goal of further comprehensively deepening reform is to continue to improve and develop the socialist system with Chinese characteristics and advance the modernization of China's governance system and governance capacity. On the new journey, by fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studying and implementing General Secretary Xi Jinping's series of new ideas, new viewpoints, and new conclusions on comprehensively deepening reform, summarizing and applying the valuable experience of reform and opening up since its inception and especially of comprehensively deepening reform in the new era, upholding the overall leadership of the Party, adhering to a people-centered approach, upholding integrity and innovation, taking institution building as the main line, upholding comprehensive law-based governance, and adhering to a systematic approach, we will certainly be able to achieve the goals for 2035, fully build a high-level socialist market economy, further improve the socialist system with Chinese characteristics, basically realize the modernization of China's governance system and governance capacity, basically realize socialist modernization, and lay a solid foundation for fully building a great modern socialist country by the middle of this century.
