Kenli District, Dongying CityIt has introduced new models such as "dual-chain approval" to further optimize the approval process for engineering construction projects and the quality and efficiency of the "one-stop commencement" service, thereby further improving the business environment.

The new energy industrial park project currently under construction is invested and built by Kenli Urban Investment Group, which has reached a cooperation agreement with Fujian Judian. Before the project was implemented, the Urban Investment Group, as Party A, handled the land use, planning, construction and other procedures for the park construction project, started construction of supporting buildings on schedule, and completed the connection of municipal public facilities such as water, electricity and gas. Fujian Judian, as the project investor, simultaneously handled the project approval, environmental impact assessment, energy assessment and other procedures for the lithium-ion battery project.
Li Ning, Director of the Kenli District Administrative Approval Bureau, said: "This model of advancing pre-built factory buildings and project approval along dual tracks further simplifies the handling of approval procedures for project implementation. Now our enterprise only needs to handle the essential procedures before the project goes into production, and then it can install equipment and start production, truly enabling projects to 'get up and running quickly.' While saving investment and time costs for enterprises, it also accelerates project commissioning and implementation."
After the implementation of "dual-chain approval," construction needs have become "precise," pre-built factory buildings are handled through "one-chain processing," and project procedures are "advanced in parallel"; at the same time, Kenli District has also introduced a linkage mechanism for municipal public facility installation applications, with municipal public facilities such as water, electricity, gas, heating and communications connected to the corresponding points together, achieving seamless connection between factory building construction and equipment installation, and reducing the average approval time by 20%. Since the implementation of this model, tailored pre-built factory building construction plans have been formulated for 10 projects, reducing enterprise investment in factory buildings by 520 million yuan, effectively improving approval efficiency, optimizing the business environment, and enhancing enterprises' sense of gain and satisfaction.
