On July 11, the Jiaojiang Jiefang Road River-Crossing Tunnel Project successfully obtained its third batch of construction permits. The permitted scope covers the north bank open-cut shield shaft, the main tunnel and ramps A and B, as well as the south bank open-cut shield shaft, the main tunnel and ramps C, D, E and F.

This is the third batch of construction permits obtained for the project, meaning the south bank work face is about to be opened up, providing the prerequisite for full-line excavation construction of the project.

As a precondition for project commencement, the construction permit is the "pass" for project construction. The Jiefang Road River-Crossing Tunnel Project has innovated its permit application model, adopting phased approval and phased construction to minimize the impact of pre-procedures on the start date, thereby gaining initiative and a head start for project construction.

The project is the first online-handled phased construction permit project at the Taizhou municipal level, and also the first project in the city's municipal public works sector to implement the phased construction permit reform. Through the innovative flexible phasing method for municipal projects—phasing by construction time period, municipal linear phasing, and phasing of construction permit conditions—the phased construction permit reform now covers the entire municipal engineering field, a first in the country. The first and second batches of phased construction permits were obtained on December 20, 2023 and May 15, 2024, respectively.

After obtaining the third batch of construction permits, the engineering management company will focus on milestone objectives, systematically review the project's preliminary procedures, effectively communicate and coordinate with all relevant departments, and actively work to translate policy advantages into construction advantages. As of the end of June, the north bank shield launching shaft of the Jiefang Road River-Crossing Tunnel Project had completed all diaphragm wall construction, with 10% of the north bank main line, 15% of ramp A, and 40% of the launching shaft completed; mobilization and construction at the south bank receiving shaft site is also progressing in parallel.

It is reported that the Jiaojiang Jiefang Road River-Crossing Tunnel Project is scheduled for completion in 2028. By then, it will effectively connect the north and south banks of the Jiaojiang River, shorten transport distances, facilitate commuting for residents, effectively improve the urban road traffic conditions of Jiaojiang, and promote the coordinated development of both banks of the river.
