Since the beginning of this year, Tonghua City has vigorously implemented a concentrated campaign for project construction, focusing precise efforts on five major directions: project planning, investment attraction, fund acquisition, project construction, and problem solving; it has removed difficulties, pain points, and bottlenecks in project advancement, accelerated project investment progress, promoted projects to be put into operation and achieve results, and continuously accumulated momentum and empowered high-quality economic development.
　　With "planning" as the focus, every possible effort is made to improve the quality of project planning and reserves. Repeated research and demonstration have been carried out around the "three hundred-billion-level" industrial clusters of pharmaceutical health, ginseng, and cultural tourism, the "several ten-billion-level" industrial sectors, and other key areas. Up to now, Tonghua City has planned a total of 1,149 projects with a total investment of 267.25 billion yuan, including 664 projects each worth more than 50 million yuan.

As of June, the city had carried out 154 "going out" visits and 273 "inviting in" activities, connected with 295 enterprises, and held discussions and matchmaking for 260 projects. The "circle of friends" for exchanges and cooperation has continued to expand, and the momentum of major investment attraction and major capital introduction remains strong.

In accordance with the target requirements of the province's "take the lead in breakthrough actions," Tonghua City has established scheduling lists such as the list of projects under construction, the list of projects with financing needs, and the list of projects included in statistics, and has done a good job in full-process and full-chain tracking and advancement of projects. Up to now, the city has resumed or started construction on 217 projects each worth more than 50 million yuan.
　　With "solving" as the guarantee, every possible effort is made to remove bottlenecks and difficulties in project construction. The environment has been continuously optimized to provide solid guarantees for project approval. Relevant municipal departments have adhered to the principle of efficiency first, adopting effective methods such as time-limited approval, approval with tolerance for missing materials, and centralized approval to optimize approval processes, shorten approval time limits, and improve approval efficiency. They have made all-out efforts and carried out full-chain attacks in project initiation, environmental impact assessment, energy use, and other aspects, helping project approval achieve "acceleration." According to reports, a total of 97 projects each worth more than 50 million yuan are planned to start construction in 2024, and as of now the completion rate of preliminary procedures is 98.5%.
　　To promote the quality and efficiency improvement of industrial parks, the "enclave economy" plans for Tonghua Medical High-tech Zone and Jilin Tonghua Land Port Economic Development Zone have been officially issued, and matchmaking work has been carried out. The establishment of a digital supermarket for existing land has been accelerated; the sorting of three types of land—"approved but not supplied, idle land, and inefficiently used land"—has been completed, and a database of existing land resources has been established.
　　To improve the level of financial service guarantees, the leading and driving role of the emergency revolving fund and the credit guarantee fund has been brought into play. As of June, a total of 590 million yuan in loan rollovers had been provided to 58 enterprises, reducing corporate financial costs by 16.104 million yuan; credit guarantee loans of 18.37 million yuan had been provided to 8 small and micro enterprises, effectively meeting the financing needs of more enterprises.
