Recently, it was learned that with the official commencement of construction of the last two government-bond water conservancy projects, all 88 government-bond water conservancy construction projects in Shanxi Province have now started, fully entering the peak period of project construction. A total of 88 water conservancy projects were approved for additional government bond issuance, with 2.713 billion yuan in government bond funds allocated, greatly easing the local fiscal pressure in Shanxi Province. Once completed, the projects will effectively enhance Shanxi Province's flood control and security capacity and its level of water supply security.
　　To ensure the smooth progress of the government-bond water conservancy projects, the Provincial Department of Water Resources has adhered to high-level promotion, treating the implementation of government-bond water conservancy projects as a major political task. The principal leaders personally oversee it, the leaders in charge handle it specifically, and the responsible departments each fulfill their duties, forming a working mechanism in which each level supervises the next and implementation is carried out layer by layer. First, a dedicated working group was established and a project scheduling group was set up to conduct weekly scheduling of project construction progress and promptly adjust and optimize project advancement measures. Second, top-level design was strengthened by formulating the "Work Plan for Accelerating the Advancement of the Province's Additional Government-Bond Water Conservancy Projects" and the "Work Plan for Accelerating the Advancement of Supervision and Inspection of the Province's Additional Government-Bond Water Conservancy Projects," which provide both overall arrangements and specific advancement measures, offering strong institutional guarantees for project advancement. Third, a notification system was established; for projects with slow progress and many problems, progress is urged to accelerate through work briefings, centralized notifications by the River Chief Office, and work reminder letters. Fourth, supervision and assistance were strengthened, with department leaders leading teams to conduct on-site supervision, analyzing the causes of lagging projects item by item, implementing targeted assistance, and promptly resolving problems arising in project implementation, so that goals are clear, measures are concrete, and results are quick, effectively boosting project commencement and implementation.
　　Next, on the premise of ensuring project quality, safety, and flood-season safety, Shanxi Province will make every effort to accelerate construction progress, optimize construction organization arrangements, rationally allocate construction resources, vigorously advance construction progress, and promote the rapid formation of more physical work quantities. At the same time, it will standardize the use and management of government bonds, strictly guard against integrity risks, accelerate fund payments, truly use and manage government bond funds well, and ensure that targets and tasks are completed on time and that project benefits and government bond investment benefits are brought into play as soon as possible.
