The Human Resources and Social Security Department of Guangxi Zhuang Autonomous Region announced on the 9th that Guangxi is carrying out the special campaign "Eradicating Wage Arrears · Guangxi in Action," introducing 12 innovative work measures centered on implementing various policies and systems for ensuring wage payment, further optimizing the system for ensuring the payment of migrant workers' wages, and promoting the formation of a long-term governance mechanism for eradicating wage arrears that features source governance, prevention first, combining prevention and treatment, and addressing both symptoms and root causes.

The Office of the Leading Group for Eradicating Arrears of Migrant Workers' Wages of Guangxi Zhuang Autonomous Region recently issued the "Implementation Plan for the 2024 Guangxi Special Campaign to Ensure the Payment of Migrant Workers' Wages: 'Eradicating Wage Arrears · Guangxi in Action,'" comprehensively deploying a series of special actions.

According to the introduction, Guangxi will organize and carry out activities including self-examination and self-correction of routine law enforcement by labor security supervision across the region, selection of benchmark cases for law enforcement standardization, on-site service guidance, business exchanges, and rectification of problems, so as to standardize the case-handling procedures of labor security supervision and continuously improve the quality and effectiveness of law enforcement services. At the same time, it will intensify routine law enforcement, smooth the mechanism for linking administrative enforcement with criminal justice, and combine administrative law enforcement, criminal justice, and credit punishment, lawfully publishing major illegal wage-arrears acts and the list of targets of joint disciplinary action for dishonesty in defaulting on migrant workers' wages, thereby "backing up" migrant workers in pursuing their wages.

Guangxi will standardize the construction of migrant workers' rights-protection service windows at all levels, widely publicize wage-arrears complaint and reporting hotlines, continuously optimize and operate the "Guangxi Platform for Reporting Clues on Eradicating Wage Arrears," promptly receive and handle migrant workers' demands for rights protection regarding wage arrears, provide migrant workers with "one-stop online" rights-protection services, and keep the channels for migrant workers' wage rights protection open.

Guangxi will strengthen supervision and accountability for effectiveness, concentrating efforts to resolve long-pending wage-arrears cases. It will carry out self-examination and self-correction, centralized supervision, and random review of long-delayed case clues in various localities; in conjunction with the special campaign to rectify misconduct and corruption around the people, it will, in accordance with regulations, seriously hold accountable the relevant departments and staff who disregard the interests of the people, fail to perform their duties, neglect their responsibilities, or pass the buck, resulting in prolonged unresolved migrant workers' wages.

In addition, Guangxi will further advance the action for work safety governance in housing and municipal engineering, intensify supervision of construction projects such as highways, water transport, water conservancy, railways, and airports, and severely investigate and punish illegal contracting, subcontracting, illegal subcontracting, and affiliation. Guangxi will strengthen demonstration and guidance, formulate construction standards for "reassuring wage projects," and select a number of "reassuring wage projects" for the standardized construction of wage payment guarantee systems, so that the people can be "reassured about wages" and at ease.
