The Warmth Project is one of the "Six Projects" determined by the Party Committee of the autonomous region and is a livelihood project that the public closely follows. Since the beginning of this year, our city has consistently treated the Warmth Project as a key livelihood initiative, planning and deploying early and accelerating the implementation of 18 projects including the renewal and upgrading of heating pipeline network facilities and equipment, with a total investment of 1.34 billion yuan, of which 12 are in Haibowan District, 4 in Wuda District, and 2 in Hainan District. As of the end of June, all of this year's Warmth Project works in our city have commenced.
On the morning of July 2, at the construction site of the Warmth Project in Jinghaicheng Residential Community (Phase I) in Haibowan District, engineering vehicles such as excavators and water trucks were moving about, and workers, full of energy, were laying pipelines.
"Engineer Zhang, why is the renovation of our community's main heating pipeline being dug beside the flower beds?"
"The community's original main heating pipeline ran beneath the flower beds. To better preserve the community's greenery, this heating network renovation involves excavating and laying new pipelines directly beside the flower beds, thus both preserving the flower beds and renewing the pipelines," explained Zhang Jinbo, the construction manager, to Tian Changfa, a resident who had come to "supervise" the work. Hearing the new plan for the community's heating network renovation, Tian Changfa could hardly hide the smile on his face.
"Our community was built a long time ago, and some of the infrastructure can no longer keep up. Especially in recent years, the community's heating pipelines have clearly aged. Once the heat exchange station pressurizes, the pipes tend to burst. Last winter, because the main pipeline burst, my home had no heating for several days. Once the new pipelines are installed, we'll surely have a 'warm winter' this year," Tian Changfa said with great anticipation as he watched the bustling construction site.
Jinghaicheng Residential Community (Phase I) in Haibowan District is an old residential community. Because it was built long ago, its heating pipelines have aged, and problems such as "leakage, seepage, dripping, and oozing" have become increasingly prominent. At the same time, as the scale of our city's urban areas has continued to expand, the existing heating networks of old residential communities can no longer meet residents' heating needs and urgently require upgrading and renovation.
"Following the 'treat winter ailments in summer' approach, we have formulated work plans tailored to local conditions and based on reality, seized the favorable opportunity of the summer non-heating period, accelerated the replacement of aging equipment and pipelines, and focused on improving the safety and stability of the heating system, truly writing the word 'warmth' into practice," said Yu Shutong, deputy section chief of the Public Utilities Management Section of the Municipal Housing and Urban-Rural Development Bureau.
