On July 7, the Hainan Provincial key project—the National Nanfan Supporting Service Area Project undertaken by China Railway 14th Bureau Group—achieved full capping of all main structures.

The service area is located in Huaijuan Village, Huangliu Town, Ledong Li Autonomous County, adjacent to the Baokongyang core area for scientific research and breeding. With a total floor area of approximately 216,000 square meters, it comprises 58 individual buildings including an exhibition center, offices, residences, a hotel, and warehouse facilities. It will be developed into a diversified agricultural-tourism integration base combining seed industry technological innovation, agricultural production, farming experience, science popularization and exhibition, and cultural exhibitions. The project site has a high groundwater level, with the highest point 3 meters below ground surface, and sandy soil that is loose and highly mobile, making foundation pits prone to sliding and collapse. The project adopted a water cutoff curtain construction technique to prevent surrounding groundwater from recharging, saving 3 months of dewatering time.

In response to challenges such as large scale, extensive land occupation, and difficult safety control, the project divided tower zones according to buildings and adopted a method of cross-over and alternating tower crane operations between adjacent tower zones, greatly saving construction time. At peak construction, more than 700 workers were on site, with a maximum single-day concrete pouring volume of 2,000 cubic meters.

Upon completion, the project will become a pioneering area for the extended development of the "Nanfan Silicon Valley" industrial and innovation chains and a demonstration site for the commercialization of Nanfan scientific research achievements. It will play a demonstrative, guiding, and radiating role, accelerate the integration and aggregation of Nanfan seed industry innovation resources, promote rural revitalization in Ledong, and contribute to the construction of the Hainan Free Trade Port.
