To the industry and information technology authorities of all provinces, autonomous regions, municipalities directly under the Central Government, cities with independent planning status, and the Xinjiang Production and Construction Corps; relevant industry associations (federations); social organizations under the administration of the Ministry; and relevant standardization professional institutions:

In order to implement the "2024 Key Work Points for Industry and Information Technology Standards," vigorously develop association standards, and promote the application and implementation of advanced association standards, we are now organizing the selection of 2024 typical cases of application and promotion of one hundred association standards in the industry and information technology field. Relevant matters are notified as follows:

I. Scope and Conditions for Application

Association standards in the industry and information technology field that have been officially released and implemented by legally qualified societies, associations, chambers of commerce, federations, and industrial technology alliances, etc. (hereinafter collectively referred to as social organizations). The association standard application and promotion projects applied for should focus on the theme of advancing new industrialization, play a positive role in strengthening, supplementing, and extending industrial chains, reinforcing emerging industries, laying out future industries, upgrading traditional industries, consolidating the industrial foundation, and promoting the international development of industries, and have been implemented and promoted for at least 6 months (deadline is June 30, 2024).

Priority will be given to selecting association standard application and promotion projects that are innovative, advanced, and international, mainly including:

(1) Innovative association standards that fill gaps in national standards and industry standards;

(2) Advanced association standards whose technical indicators are comprehensively stricter than or superior to existing national standards and industry standards;

(3) International association standards with internationally leading levels that simultaneously advance the formulation of international standards.

II. Application Materials

(1) Application form for association standard application and promotion project (see Attachment 1);

(2) A copy of the social organization legal person registration certificate stamped with the official seal;

(3) A certificate of the social organization's credit status queried on the National Social Organization Credit Information Publicity Platform during the application period;

(4) The original copy of the association standard release document (or a copy stamped with the official seal);

(5) The officially released text of the association standard;

(6) Proof of application of the association standard (see Attachment 2; the applying entity must affix its official seal);

(7) For association standards that have been converted into international standards, corresponding supporting materials must be provided (provide if available).

III. Application Procedure

(1) Association standard application and promotion projects shall be voluntarily applied for by social organizations, recommended by provincial industry and information technology authorities or relevant industry associations and other entrusted standardization work institutions of the Ministry (hereinafter collectively referred to as recommending departments), and submitted to our Ministry. Social organizations administered by our Ministry, as well as entrusted standardization work institutions of the Ministry that are social organizations in nature, may apply directly to our Ministry.

(2) Social organizations are responsible for the authenticity and accuracy of the application materials submitted. Social organizations submitting two or more association standards at the same time shall rank them by application priority in light of the overall application and implementation promotion effects of the association standards.

(3) Recommending units shall, in light of the actual conditions of their region and industry, organize the application work for association standard application and promotion projects and strengthen the review and verification of application materials.

IV. Submission Requirements

The receipt, sorting, and compilation of application materials are entrusted to the China Aeronautical Comprehensive Technology Research Institute. Recommending units shall, in light of the technical level, overall application, and implementation promotion effects of the recommended association standards, fill in the summary table of recommended projects (see Attachment 3). The summary table shall rank the recommended projects by priority. Please submit by official letter before 17:00 on Friday, July 26, 2024; late submissions will not be accepted.
