The Economic Development Group intends to adopt an "integrated regional investment, construction, and operation" approach and select a partner for joint development. The cooperation includes: 1. This project adopts a cooperative development model, whereby the tenderee introduces experienced and capable social capital through public bidding; the winning bidder and Taizhou Huangyan Economic Development Group Co., Ltd. or its subsidiary shall jointly contribute capital to establish a project company in Huangyan District, Taizhou City, with shareholding ratios of 90% and 10% respectively. The registered capital of the project company is tentatively set at RMB 100 million.

The total land area of the project is approximately 1,816.21 mu, with a total investment of approximately RMB 7.127 billion. The project cooperation period is tentatively set at 4.5 years. This tender covers the construction of some buildings and supporting facilities of the Zhongyao Village Shantytown Renovation Project (Phase III) Resettlement Housing Construction Project.

The project adopts the standard of a two-way four-lane expressway, with a design speed of 100 km/h and a subgrade width of 26.0 m. The construction scope of this project includes sub-projects and other works such as subgrade and pavement, bridges and culverts, passages, traffic engineering and roadside facilities, greening and environmental protection, etc., and the project company shall be responsible for investment and construction.
