To the housing and urban-rural development administrative departments of all cities (prefectures), all survey and design enterprises, and relevant registered personnel:

In order to strengthen the supervision and management of survey and design enterprises, registered architects, and registered survey and design engineers (hereinafter referred to as "registered personnel"), ensure the quality of survey and design, and standardize the order of the survey and design market, in accordance with the arrangements and deployment of the "Notice of the Department of Housing and Urban-Rural Development of Sichuan Province on Announcing the 2024 'Double Random, One Open' Spot Check Plan," our Department has decided to carry out "double random" inspections of survey and design enterprises and registered personnel throughout the province. The relevant matters are hereby notified as follows:

I. Scope of Inspection

The scope of this "double random" inspection covers the survey and design enterprises and registered personnel registered on the "Sichuan Provincial Construction Market Supervision Public Service Platform."

II. Inspection Content

(1) Inspection of Enterprise Qualifications and Registered Personnel Qualification Conditions

1. Check whether survey and design enterprises meet the qualification standard requirements, and whether the qualifications and number of their registered practicing personnel and main professional and technical personnel meet the staffing requirements stipulated by the qualification standards;

2. Check whether registered personnel engage in "certificate hanging" (illicit affiliation of qualifications), and whether their personal performance and personal practice conduct violate relevant laws and regulations.

(2) Inspection of Enterprise Market Conduct

Whether survey and design enterprises undertake survey or design business beyond the scope permitted by their qualification grade, or undertake construction project survey or design business in the name of another survey and design unit, as well as other issues that violate relevant laws and regulations.

III. Inspection Methods

This inspection shall be carried out jointly by the Provincial Department and the housing and urban-rural development authorities of all cities (prefectures), using methods such as online inspection, on-site verification, and written inspection to verify the survey and design enterprises and registered personnel under inspection.

IV. Inspection Time and Procedures

The provincial-level inspection period is from July 1 to August 31, 2024, lasting two months and divided into four stages.

(1) Random Spot Selection. The Provincial Department shall randomly select a total of 100 survey and design enterprises registered in our province, at a rate of no fewer than 4 per city (prefecture) (see Attachment 1); and shall randomly select a total of 530 registered personnel registered in our province on the principle of no less than 1% (including registered architects and registered survey and design engineers who have been the subject of petition reports or complaints in the past year, as well as registered architects and registered survey and design engineers in the survey and design enterprises randomly selected by our Department) (see Attachment 2).

(2) Verification and Inspection. There are two verification methods: provincial-level and municipal-level. The Provincial Department shall verify, through the "Sichuan Provincial Construction Market Supervision Public Service Platform," whether the registered practicing personnel of the randomly selected survey and design enterprises meet the staffing requirements stipulated by the qualification standards, and shall request the Provincial Department of Human Resources and Social Security to assist in verifying the social insurance payment status of the randomly selected registered personnel during their registration period.

The housing and urban-rural development authorities of all cities (prefectures) shall, in accordance with the relevant requirements of the "Double Random" Inspection Verification Form for Survey and Design Enterprises (see Attachment 3), verify the randomly selected survey and design enterprises registered locally as to whether the qualifications and number of their professional and technical personnel meet the staffing requirements stipulated by the qualification standards, and whether their market conduct complies with the requirements of relevant laws and regulations. All cities (prefectures) must, before July 31, feed back the summary verification form (see Attachment 4) to the Department's Division of Survey and Design and Science and Technology, so that the Provincial Department can promptly notify and require rectification.

(3) Notification and Rectification. In response to the problems found during verification, and in light of the inspection situations fed back by all cities (prefectures), our Department shall issue a province-wide notification regarding survey and design enterprises and registered personnel with problems; survey and design enterprises that do not meet the qualification standards shall be given a deadline of 3 months for rectification; registered personnel with problems shall be given a deadline of 5 working days to file an appeal, and those whose appeals are not upheld shall be urged to rectify.

(4) Strict Punishment. After the rectification deadline expires, our Department shall, in accordance with the law, withdraw the relevant qualifications of survey and design enterprises that still fail to meet the qualification standards, and shall, in accordance with procedures and the law, revoke the registration permits of registered personnel verified to have engaged in "certificate hanging"; and shall mark the enterprises and registered personnel with problems on the "Sichuan Provincial Construction Market Supervision Public Service Platform."

V. Relevant Work Requirements

(1) All localities shall attach great importance to the "double random" inspection work, fully understand the significance of the inspection work, organize meticulously, assign personnel, and improve the quality of the "double random" inspection work. The housing and urban-rural development authorities of all cities (prefectures) shall completely preserve the verification materials and rectification materials of the enterprises selected for inspection, and promptly submit scanned copies of the rectification materials to our Department, truthfully reflecting the enterprises' implementation of rectification.

(2) The housing and urban-rural development authorities of all cities (prefectures) shall, with reference to the inspection model of the Provincial Department, independently carry out municipal-level "double random" inspections of survey and design enterprises within the year. The number of enterprises inspected in each locality shall be no fewer than 5, and the inspection scope shall cover survey and design enterprises that have been found to have problems in routine inspections by housing and urban-rural development administrative departments at all levels since January 1, 2023, that have violated industry self-discipline norms, that have poor credit records, or that have been criticized or punished by relevant departments (including out-of-province survey and design enterprises entering Sichuan to engage in construction activities within the administrative region). All cities and prefectures must, before December 31, feed back the inspection and handling situations (see Attachment 5) to the Department's Division of Survey and Design and Science and Technology, and enter the inspection results into the "Sichuan Provincial Double Random Supervision Platform" as required.

(3) The inspected enterprises and personnel shall, adhering to the principles of seeking truth from facts and honesty and credibility, conduct self-examination and self-correction of their enterprise qualifications, registered personnel qualification conditions, market conduct, and other contents in accordance with the inspection content, and actively cooperate with the inspection work of relevant departments.

(4) For problems found during inspections, all localities shall promptly issue rectification notices in accordance with relevant provisions, and impose penalties in accordance with the law where illegal or non-compliant conduct exists. Key supervision shall be carried out on enterprises and projects with relatively many problems.
