To further optimize the business environment and resolve the "difficulty of starting construction" in project development, the Fugu County Administrative Approval Service Bureau has "boldly reformed" and officially issued the Implementation Plan for Phased Processing of Construction Permits for Construction Projects in Fugu County. Any enterprise investment project that meets the relevant conditions of the plan can enjoy the approval "dividends" brought by this policy.

"Pre-approval guidance": removing bottlenecks

"Starting construction one day earlier means recovering funds one day earlier and easing the investment pressure on enterprises," said Bai Zhigang, project manager of the Xuefu Jiayuan residential project. Recently, this project of the Fugu County Administrative Approval Service Bureau successfully passed "foundation pit first" and quickly completed the phased construction permit processing, becoming the first project enterprise to enjoy the dividends of the new policy.

So how is project approval accelerated? After gaining a detailed understanding of the project's construction scale and processing progress, the Fugu County Administrative Approval Service Bureau coordinated with functional departments to plan the application scientifically. The handling department assigned dedicated staff to proactively connect and provide services, carrying out pre-approval guidance, and tailored a project progress flowchart for the enterprise covering land acquisition, project approval, planning permission, construction drawing review, and construction permits for the "foundation pit portion" and "main works." It anticipated and resolved difficult and bottleneck issues in approval. In response to situations such as incomplete civil air defense procedures and fire protection design review procedures at the foundation pit stage, the approval process proactively matched applicable phased construction permits to help the enterprise project proceed smoothly.

"Foundation pit first": fast approval

Taking the actual needs of enterprises as the starting point and foothold, a new approval and licensing model with better processes, simpler materials, and shorter time limits was created, issuing "foundation pit first" phased construction permits, effectively resolving difficulties such as numerous approval stages and long construction cycles.

During processing, at the foundation pit stage, drawings issued by the design unit that conform to national standards and a project quality and safety commitment letter replace the construction drawing review procedures, and the quality supervision notice for the foundation pit portion is processed simultaneously. Quality supervision personnel are stationed at the same time, ensuring project quality while minimizing the impact of the drawing review stage on construction progress, achieving construction permit processing at the foundation pit stage within the shortest time limit.

"Dishonest enterprises": strict punishment

Enterprises must be well served, and projects must also be well supervised. After phased processing of construction permits and quality supervision notices, administrative law enforcement and supervision departments actively strengthen construction law enforcement and supervision. For those who obtain a construction permit for the foundation pit engineering stage but carry out construction beyond the scope of the construction permit, they shall be ordered in accordance with the law to stop construction, make corrections within a time limit, and be actively urged to process the construction permit for the next stage. At the same time, enterprises that fail to fulfill commitments after obtaining construction permits through phased processing may not submit applications for phased processing of construction permits again within two years, and their adverse behavior will be recorded in the enterprise credit file.

"Simplifying the approval process and shortening the approval cycle does not mean blindly pursuing speed; ensuring quality and safety remains the top priority.
