Since the launch of the special campaign to govern bidding and tendering in the engineering field, Hua County has focused on problems and shortcomings, made sustained efforts, deepened the effectiveness of the special governance, continuously optimized the business environment in the bidding and tendering field, and improved the satisfaction of market entities and the people.
(1) Establish and improve the normalized inter-departmental work coordination mechanism. Promote unified work standards among administrative supervision departments, improve the joint meeting system, and continuously build up regulatory synergy through regular work consultations, prior communication on important policies, joint analysis of difficult issues, and joint assessment of major cases. Improve the normalized communication mechanism with discipline inspection and supervision, audit, public security, procuratorate, court and other organs, and actively promote information sharing on complaints and reports and their handling across the whole industry. Implement the administrative supervision responsibilities for bidding and tendering in each industry, strengthen industry guidance, and promote administrative supervision departments to perform their duties in accordance with the law.
(2) Continue to promote the optimization and improvement of the bidding and tendering system. Compile in a centralized manner the 23 bidding and tendering policy documents issued by various departments since last year's special rectification campaign, and regulate bidding and tendering work from multiple angles and in an all-round way. Organize in a coordinated manner bidding and tendering business training for key departments and key industries, and strengthen service support for administrative supervision departments to perform their duties in accordance with laws and regulations.
(3) Accelerate the digitalization of bidding and tendering. Formulate management measures for remote异地 bid evaluation, and adjust and improve the remote异地 bid evaluation scheduling and management system. Continue to explore the deep integration of intelligent high-tech with actual business; the intelligent auxiliary review system has been officially launched, the smart public resource trading platform provides high-quality and efficient services, and intelligent and refined services are continuously improved.
(4) Continuously improve the management and service of bid evaluation experts. Strictly implement supporting mechanisms such as the selection of bid evaluation experts and on-site management of bid evaluation, and strengthen the deduction management of negative behaviors of bid evaluation experts. Strengthen the implementation of the Measures for the Assessment of Bid Evaluation Experts in the Henan Provincial Comprehensive Bid Evaluation Expert Database, and urge and promote administrative supervision departments to carry out the "one project, one evaluation" assessment of bid evaluation experts' performance of duties in accordance with laws and regulations.
(5) Strengthen routine supervision and case investigation and handling. Continue to strengthen whole-process and whole-chain supervision with projects as the core, adopt a combination of "key supervision" and "double random, one open" supervision, and organize routine ex ante and ex post supervision in the bidding and tendering field by industry. Continue to intensify case investigation and handling in the bidding and tendering field, maintain a high-pressure stance against violations of rules and laws, and continuously purify the bidding and tendering market environment.
Since the special rectification campaign, a total of 341 problems have been self-checked and self-corrected, 10 bidding agency institutions have been given deduction treatment in the routine evaluation form, and 10 bid evaluation experts have been dealt with. Next, Hua County will continue to deepen the special governance of bidding and tendering in the engineering field, routinely carry out work including optimizing and improving institutional rules, managing and making good use of bid evaluation experts, accelerating the advancement of smart trading, strengthening ex ante and ex post supervision, and handling complaints and reports in accordance with the law, strengthen communication and connection with market entities, and vigorously improve the actual satisfaction of market entities.
