Construction of the Qianping Reservoir Irrigation District Project in Henan Province begins

On the morning of June 29, the Qianping Reservoir Irrigation District Project, a major national water conservancy project, officially broke ground.

The Qianping Reservoir Irrigation District Project is located in the shallow hilly area on both banks of the Beiru River in western Henan Province, and is a beneficial supporting project of the Qianping Reservoir. The project has been included in the national 14th Five-Year Plan for Water Security Guarantee, as well as Henan Province's 14th Five-Year Plan for Water Security Guarantee and Water Ecological Environment Protection, Henan Province's Four-Water Co-governance Plan (2021-2035), and Henan Province's Modern Water Network Construction Plan. It has also been included in the 2023 treasury bond project list.

The main construction content of the project includes the North Main Pipeline, the South Main Canal and their lower-level branch canals and canal system structures. The project draws water from the tailwater pond of the power station behind the right-bank dam of the Qianping Reservoir and conveys it downstream through the South Main Canal and the North Main Pipeline. The South Main Canal and its lower-level canals are mainly responsible for agricultural irrigation in Ruyang County, Ruzhou City, Baofeng County, and Shilong District of Pingdingshan City. The South Main Canal is mainly composed of covered canals, tunnels, and inverted siphons, with the Longxingsi Reservoir used for regulation and storage at the end. The North Main Pipeline and its lower-level branch pipes are responsible for urban water supply to Ruyang County, Ruzhou City, and Jiaxian County, as well as agricultural irrigation in Ruyang County and Jiaxian County.‍

Groundbreaking ceremony for the Chushandian Reservoir Irrigation District Project in Henan Province

On the morning of June 27, construction of the Chushandian Reservoir Irrigation District Project in Henan Province, a major national water conservancy project, began.

The Chushandian Reservoir Irrigation District Project is located in southern Henan Province on the upper reaches of the Huai River. It is a beneficial supporting project of the Chushandian Reservoir and a major water conservancy project identified in the national 14th Five-Year Plan for Water Security Guarantee and Henan Province's 14th Five-Year Plan for Water Security Guarantee and Water Ecological Environment Protection.

The project is a large (2) type irrigation district, with a project grade of Class II, an estimated total investment of 5.624 billion yuan, and a total construction period of 38 months. Once completed, the project will play an important role in improving regional agricultural production conditions, enhancing the level of township water supply security, and promoting high-quality regional economic development.‍

Huangzangsi Water Conservancy Hub

On July 1, the Heihe Huangzangsi Water Conservancy Hub Project successfully passed the acceptance for the second-phase impoundment stage above the 2,587-meter elevation and launched second-phase impoundment work.

According to the construction progress and actual needs of the project, the Heihe Huangzangsi Water Conservancy Hub Project impounds water in two phases. On November 8, 2023, it passed the gate-closing impoundment acceptance, with initial operation controlled below the 2,580.00-meter elevation; impoundment began on November 20, 2023, with the highest water level reaching the 2,579.00-meter elevation, initially bringing into play the project's economic, social, and ecological benefits. Various monitoring data show that the reservoir's operating behavior during the initial impoundment period is normal.

After passing this acceptance, the Heihe Huangzangsi Water Conservancy Hub Project will gradually impound water to the normal storage level and fully enter normal operation, giving full play to its regulatory and storage role as the first backbone control project on the main stream of the Heihe River, further improving the water supply guarantee rate of the midstream irrigation district, and providing strong engineering support for the scientific dispatch, rational allocation, and efficient utilization of Heihe water resources.

Zhuxi Reservoir officially begins water supply

On the morning of June 25, the Zhuxi Reservoir in Taizhou City, Zhejiang Province, officially began water supply. High-quality raw water flows through pipelines to the Changtan Reservoir, forming a dual-reservoir joint supply of Changtan and Zhuxi and effectively solving the water shortage problem for more than 3.5 million people in southern Taizhou.

The Zhuxi Reservoir is one of the 172 major national water conservancy projects and one of the ten major hub projects of Zhejiang Province's "Five-Water Co-governance," as well as an important component of Taizhou's water network construction. The reservoir has a total storage capacity of 126 million cubic meters and an estimated total investment of 3.744 billion yuan. It is a large reservoir mainly for water supply, combined with flood control and irrigation, and also for power generation and other comprehensive uses. Construction began on July 26, 2017, lasted more than five years, and impoundment began on April 28, 2023.

The construction of the Zhuxi Reservoir is an optimized allocation of Taizhou City's water resources and has added a brilliant stroke to Taizhou's water network construction. To date, among the 169 projects planned for Taizhou's water network, 13 have been completed and have taken effect, and 67 are under accelerated construction. The water network framework is gradually improving, circulation is smoother, and benefits are continuously emerging, providing solid support for high-quality economic and social development.‍

Zhangcaiyuan Gate, one of the 15 sluice gates in the second batch, is operating for water supply

On June 28, with the completion of water supply acceptance for the Guokou Gate in Shandong, all 37 sluice gates of the Yellow River lower reaches water diversion sluice gate reconstruction project have completed water supply acceptance and meet water supply conditions. The project's appearance meets the requirements for safe flood-season operation of projects under construction, and the annual important milestone targets have been completed ahead of schedule.

The Yellow River lower reaches water diversion sluice gate reconstruction project is one of the 150 major water conservancy projects deployed and implemented by the State Council, involving 37 Yellow River water diversion sluice gates in 21 counties (districts) of 11 cities in Shandong and Henan provinces, with a total construction period of 36 months. The first batch of 22 sluice gates started main construction in October 2022 and has basically been completed; the second batch of 15 sluice gates started main construction in September 2023 and has now all completed water supply acceptance.

The Yellow River Conservancy Commission and its affiliated units attach great importance to the construction of the Yellow River lower reaches water diversion sluice gate reconstruction project, strengthening organizational leadership, compacting work responsibilities, enhancing quality and safety management, tracking construction progress in real time, promptly convening project construction promotion meetings, urging all participating parties to increase resource input, and working together to promote the smooth implementation of the sluice gate reconstruction project. Temporary water supply during construction has been strengthened; affiliated units have been urged to actively communicate and negotiate with water-using units, and 159 temporary water supply facilities (sets) have been built. During construction, 904 million cubic meters of water were supplied to both banks and related areas, including 452 million cubic meters this year, ensuring irrigation district water demand and alleviating regional drought conditions.‍
