To implement the overall deployment of Xiamen's urban village work, improve the living environment of urban villages, and coordinate the preparation of urban village renewal and renovation plans, Xiamen has formulated and implemented the "Guidelines for the Preparation of Urban Village Renewal and Renovation Plans of Xiamen (Trial)" (referred to as the "Preparation Guidelines").

　　On the 3rd, the Xiamen Municipal Bureau of Natural Resources and Planning held a press conference to introduce the relevant content of these Preparation Guidelines.

　　The Preparation Guidelines clarify the role and positioning of urban village renewal and renovation plans: they are renovation, rectification, and improvement plans formulated and implemented for urban village areas to achieve the comprehensive goals of urban village development. They also specify that approved urban village renewal and renovation plans may, in accordance with relevant procedures, be incorporated into the "One Map" management of the Xiamen Municipal Territorial Spatial Basic Information Platform, serving as an important basis for carrying out territorial spatial development and protection in urban village areas, implementing territorial spatial use control, issuing construction project planning permits or rural construction planning permits, and conducting various construction activities.

　　The Preparation Guidelines also clarify the preparation and review process: rectification and improvement-type renewal and renovation plans may be organized and prepared by relevant departments or units such as district governments, command headquarters, and towns and subdistricts.

　　The Preparation Guidelines propose classified guidance. Among them, rectification and improvement-type urban villages are mainly renovated and improved through small-scale, gradual models to enhance the overall living environment of the urban village. At the same time, the Preparation Guidelines coordinate content requirements: the rectification and improvement category mainly provides specific guidance on aspects such as current situation research, planning linkage, planning coordination, improvement planning, and implementation suggestions; the demolition and new construction category prepares urban village renewal and renovation plans by reference to the content of urban village renovation planning schemes in the "Implementation Plan for Urban Village Renovation Work of Xiamen"; the demolition-rectification combined category, on the basis of delineating the implementation scope of rectification and improvement and demolition and new construction, prepares urban village renewal and renovation plans by reference to and integrating the relevant preparation content of the rectification and improvement category and the demolition and new construction category, while fully considering overall planning linkage.

　　The Preparation Guidelines also propose control guidance, mainly based on the "Xiamen Municipal Village Spatial Control Plan" and the Xiamen Municipal Rules for Rural Residential Planning Management in the Modernization Governance of Urban Villages, proposing village spatial control requirements and urban village residential control rules.

　　At present, Xiamen is actively and steadily advancing work related to urban village renewal and renovation, having issued guiding documents such as the "Three-Year Action Plan for the Modernization Governance of Urban Villages of Xiamen (2023-2025)" and the "Implementation Plan for Urban Village Renovation Work of Xiamen," formulated a number of specific working documents, and in 2023 also carried out pilot work in various districts.

　　However, feedback from existing work results shows that urban village renewal and renovation still lacks coordination in planning preparation technology, mainly reflected in the fact that unified provisions and technical standards have not yet been formed in aspects such as the planning preparation and review process, preparation content standards and depth, and standardization of preparation results, resulting in the relevant technical results at the current stage being insufficiently standardized and imposing certain constraints on planning management and implementation work.

　　Relevant personnel stated that the formulation of the Preparation Guidelines will further give full play to the leading and coordinating role of planning, comprehensively improve the effectiveness of urban village renewal and renovation work, improve the support for urban village planning management and implementation in Xiamen, and play a positive role in the urban village renewal and renovation work of Xiamen.
