Recently, at the construction site of the Linshui County Cold Chain Logistics Park and Supporting Facilities Project, tower cranes tower into the clouds, machinery roars continuously, and workers are fully committed to the construction of the project's main structure.

"The cold chain logistics park and supporting facilities construction project is grand in scale, covering 8 main buildings," said Li Bo, the project's on-site manager. At present, 5 main buildings have been completed, and the other 3 are also under intensive construction. To ensure the efficient advancement of the project, the contractor allocates sufficient machinery and workers every day, racing against time to speed up construction progress.

The cold chain logistics area will build multi-functional facilities including a 10,000-ton cold storage warehouse and a 20,000-ton refrigerated warehouse, as well as supporting facilities such as a distribution center and an agricultural products trading center. In addition, an e-commerce logistics service area will also be built simultaneously, covering an e-commerce logistics center, a logistics sorting center, and a monitoring and management service center, to meet the growing demand for e-commerce logistics.

Meanwhile, at the Foundry Park in Chengnan Town, Linshui County, the new plant construction project of Guang'an Meicheng New Building Materials is also advancing intensively. On the site, machinery roars, workers wear safety helmets and perform their respective duties in a busy yet orderly manner. Large mechanical equipment such as loaders, road rollers, and transport vehicles shuttle back and forth across the site, creating a busy and spectacular scene.

Regarding the project's progress, Liu Jielin, the project manager, is full of confidence: "This is one of the key projects introduced by Linshui County, and it is expected to officially start production in August this year."

"This is a major project newly started in December last year." According to Zhou Jialin, deputy director of the Guang'an High-tech Zone Management Committee, the project covers about 30 mu and will build about 18,000 square meters of plant and office buildings. After completion, it is expected to achieve an annual production capacity of about 100,000 cubic meters of wet mortar, about 50,000 cubic meters of asphalt concrete, and about 10,000 cubic meters of dry-mixed mortar, with an annual output value of 70 million yuan, creating employment for about 50 people, and will inject new vitality into the economic development of Linshui County.

From January to May this year, the 120 key construction projects at the provincial, municipal, and county levels in Linshui County completed an investment of 6.84 billion yuan, exceeding the schedule by 18.8 percentage points, of which 16 provincial and municipal key projects completed an investment of 3.13 billion yuan, exceeding the schedule by 20.7 percentage points.

Linshui County has successively issued documents to provide project units with clear guidance and standardized procedures, and has also shortened the time cycle of preliminary project work. At the construction site of the new small-scale irrigation district project in Linshui County, Jian Jiang, the person in charge of the irrigation district project of the Water Affairs Bureau, holding the "Palm Treasure" for Preliminary Project Work of Linshui County, was discussing the project's progress with team members.

"The project has ten bid sections in total. Three bid sections, 2, 6, and 8, have officially entered the site for construction and are carrying out pipe trench excavation, foundation pit excavation, removal of the channel surface layer and weathered layer, and installation of water conveyance pipelines," said Jian Jiang. Since officially entering the site for construction at the end of May, with the help of the "Palm Treasure," the project has made significant progress. This "Palm Treasure" not only provides them with detailed guidance and standardized procedures for preliminary project work, but also helps them advance the preliminary project work more efficiently.

In addition, Linshui County has also established a project planning task force, drawing 5 project backbone staff to work full-time, and adopting a "1+N" approach to carry out targeted guidance for project planning and reserve. According to the head of the task force, Linshui County has currently reserved 555 major projects for the near, medium, and long term, with a total investment of 216.73 billion yuan.

"By connecting with multiple project units, we gain an in-depth understanding of their needs and actual conditions, and then combine them with the county's development positioning and resource advantages to carry out targeted project planning and reserve," said Du Shasha, a staff member of the task force. "This 'whole-board' planning model can ensure that the projects we reserve better meet the needs of county economic development and are more forward-looking and strategic."

"Next, we will fully implement the requirements of documents such as the Notice on Doing a Good Job in the City's Economic Work and Achieving a 'Good Start and Good Progress' in the First Quarter and the Key Points of the City's Economic Work in 2024, persistently manage reserved projects well, and go all out to advance project start-up, conversion, and accelerated construction, striving to complete an investment of more than 3.5 billion yuan in 16 provincial and municipal key projects in the first half of the year, exceeding the scheduled progress by more than 20 percentage points," introduced the relevant person in charge of the Linshui County Development and Reform Bureau.
