Beijing, July 1 — On July 1, reporters learned from the Beijing Municipal Commission of Planning and Natural Resources that the commission has issued the "Three-Year Action Plan for Deepening and Consolidating the Achievements of Creating 'Basically Illegal Construction-Free Districts' in Beijing (2024-2026)." This plan is a continuation of the "Three-Year Action Plan for Creating 'Basically Illegal Construction-Free Districts' in Beijing (2021-2023)." This year, Beijing will address more than 20 million square meters of illegal construction and vacate more than 1,500 hectares of land.

Cumulative demolition of illegal construction of approximately 207 million square meters

The "Beijing Urban Master Plan (2016-2035)" was approved by the CPC Central Committee and the State Council on September 13, 2017. During the "13th Five-Year Plan" period, Beijing used Shijingshan District, Mentougou District, and Miyun District as pilots to carry out the creation of "basically illegal construction-free districts," and launched the first round of the three-year action for creating "basically illegal construction-free districts" citywide (2021-2023), conducting a relatively systematic survey and rectification of existing illegal construction.

During the pilot and the first round of the three-year creation action, the city cumulatively demolished approximately 207 million square meters of illegal construction and vacated approximately 255.2 square kilometers of land. At the same time, it built a citywide closed-loop governance system for territorial space, strongly supporting Beijing's emergence as the country's first mega-city to pursue reduced development.

Focusing on promoting "elimination of hidden dangers" through "illegal construction governance"

During the "14th Five-Year Plan" period, Beijing continued to carry out governance of existing illegal construction. Among the goals, in 2024, it will address more than 20 million square meters of illegal construction and vacate more than 1,500 hectares of land; in 2025, the tasks of governing illegal construction and vacating land will, in accordance with the requirements of the Beijing Municipal Government, comprehensively consider the remaining scale of existing illegal construction citywide that should be demolished and the sequence of planning implementation; it strives to basically complete rectification of demolishable illegal construction within about two years.

Entering the "15th Five-Year Plan" period, Beijing will focus on the overall planning requirements to advance governance work. It will resolutely prevent new illegal construction, strengthen supervision of land vacated by demolition of illegal construction, and ensure that "illegal construction must not be rebuilt, and reconstruction must not become new illegal construction."

Advancing precise governance of illegal construction

Beijing will fully implement the Beijing Urban Master Plan and the regulatory detailed plans for the core area and the city sub-center, advance precise governance of illegal construction, and ensure that one blueprint is carried through to the end; it will always give top priority to serving and safeguarding the political center, pay attention to the protection of the famous historical and cultural city, help build the international exchange center and the science and technology innovation center, strengthen governance of key planned spaces, and continuously optimize and enhance capital functions.

Adhering to advancing with the times, Beijing will do a good job in the latter half of the article on illegal construction governance and promote the integration of "demolition of illegal construction, land vacating, and utilization"; it will focus on combining the cultivation of increments with the revitalization of existing stock, make coordinated plans for the use of land vacated by demolition of illegal construction, and give prominence to uses that fill shortcomings in public service facilities and cultivate and develop new quality productive forces; it will maintain resolve, make good strategic reservations, and reserve space for future development.

Next, the Beijing Municipal Commission of Planning and Natural Resources will, together with relevant departments, refine the annual illegal construction governance tasks and indicator evaluation system, deploy in advance, conduct training well, and solidly advance all work. It will urge and guide all districts (including the Beijing Economic-Technological Development Area) to clarify the situation of existing unlicensed buildings citywide, complete investigations of building, fire safety, and other hidden dangers, and govern existing illegal construction in conjunction with the annual tasks of "relieving non-capital functions, rectifying and improving."
