In order to further consolidate the results of the governance of the bidding and tendering system, severely crack down on prominent problems such as restricting and excluding bidders, bid rigging and collusive bidding, subcontracting, and illegal subcontracting, and promote the continuous improvement of the order of the bidding and tendering market. Recently, the County Development and Reform Bureau, together with administrative supervision departments such as housing and urban-rural development, transportation, and water resources, formed an inspection team to carry out joint inspections on the bidding and tendering work of national investment engineering construction projects in the county since July 2023.
During the inspection, the inspection team randomly selected national investment engineering construction projects subject to public bidding in the county from July 2023 to April 2024 in industries such as natural resources, municipal and housing construction, transportation, water resources, agriculture and rural affairs, and culture and tourism, focusing on inspecting the implementation of bidding and tendering policies for the projects and the implementation of relevant institutional work arrangements, and conducting on-site inspections of project-related materials and on-site construction conditions. Up to now, a total of 21 projects under construction have been inspected, and 3 rectification notices have been issued.
Judging from the inspection situation, the bidding and tendering process of national investment engineering construction projects in our county is generally relatively standardized, and the bidding and tendering laws and regulations as well as provincial and municipal bidding and tendering policies and systems can be implemented fairly well, but there are also some problems. In the next step, the inspection team will promptly provide feedback on the problems and, together with industry administrative supervision departments, urge the project owner units to carry out rectification, further standardize the order of the engineering bidding and tendering market, stimulate the vitality of enterprise development, and improve the market operating order and social development environment.
