Recently, it was learned from the Municipal Water Affairs Bureau that the Bureau has taken multiple measures to coordinate and advance the city's key water conservancy tasks and project planning and construction, striving to promote high-quality development of water affairs and the detailed implementation of the action to strengthen the provincial capital. As of now, the city's water conservancy projects have completed an investment of 554 million yuan, accounting for 52.91% of the annual plan; all 14 national bond projects have commenced construction.
It is understood that the Municipal Water Affairs Bureau earnestly practices the concept of "projects as the priority." In response to the problems and shortcomings in current key tasks and project planning and construction, the Bureau adheres to a problem-oriented approach, tackles difficulties head-on, and has achieved remarkable results in various key tasks. At present, the city's major water conservancy projects are progressing steadily. The Municipal Water Affairs Bureau has established the Yuzhong Beishan Irrigation District project team and the Beituo Area Water Supply Project task force, proactively coordinating with the General Institute of Water Resources and Hydropower Planning and Design of the Ministry of Water Resources and the Water Network and Water Affairs Investment Co., Ltd. of the South-to-North Water Diversion Group to advance preliminary project work and strive for early implementation. At the same time, it has launched a citywide supervision mechanism in which water conservancy projects are grouped by area with assigned responsibility. On one hand, it conducts a retrospective review of the engineering quality and operation management of projects built over the past five years; on the other hand, drawing profound lessons from several recent work safety accidents, it carries out comprehensive supervisory inspections of ongoing water conservancy projects regarding work safety, fund disbursement, engineering quality, and construction progress, identifying and filling gaps to ensure that more than half of the tasks are completed by the halfway point in time. Meanwhile, it urges and guides the optimization of project planning in each county and district to ensure that planned projects align with national policies and investment directions, achieving resonance among policies, projects, and funds.
