On the 27th, reporters learned from the Beijing Work Safety and Fire Prevention (Second Quarter) press conference that Beijing's urban management departments are vigorously promoting the construction of electric bicycle charging facilities in response to residents' needs. This year, the plan is to build 320,000 charging facility ports, and more than 270,000 have already been completed. As of now, Beijing's residential areas have nearly 1.22 million electric bicycle charging facility ports.

　　Organize and carry out centralized safety hazard inspections

　　In recent years, with the continuous increase in the number of electric bicycles, their safety of use has attracted widespread social attention. In order to prevent and resolve risks and hidden dangers, Beijing has established a whole-chain rectification work mechanism for electric bicycle safety hazards, keeping a close eye on key issues and highlighting key links to effectively protect the safety of people's lives and property.

　　Beijing's market regulation departments strictly manage product quality, carry out regular quality spot checks on electric bicycles and core components such as batteries and chargers as well as charging facilities, strengthen the management of the electric bicycle product catalog, dynamically remove illegal and non-compliant models, and curb the flow of non-compliant vehicles and batteries into the market. They severely crack down on illegal business practices of modification and refitting. Since the beginning of this year, a total of 104 illegal and non-compliant acts have been investigated and dealt with, 635 illegal vehicles have been seized, and 11 batches of typical cases, totaling 39 cases, have been publicly disclosed to society.

　　Beijing's fire rescue, housing and urban-rural development, public security, urban management law enforcement and other departments strictly investigate illegal parking and charging behaviors, intensify the investigation and handling of behaviors such as "bringing vehicles into buildings and homes" and "flying wire charging," and strengthen inspection, dissuasion, and publicity reminders.

　　From May to June this year, Beijing organized four waves of centralized safety hazard inspections. Targeting issues such as illegal assembly and modification of electric bicycles and batteries at sales stores, illegal parking of vehicles, and bringing batteries indoors for charging, law enforcement inspectors prioritized persuasion, and illegal acts were corrected immediately on the spot. The fire rescue department carried out extended investigations into 45 electric bicycle fires, exposing 20 vehicle brands and 16 battery brands.

　　Standardize the construction and management of electric bicycle parking and charging sites

　　From January to May this year, Beijing had a total of 210 electric vehicle and battery-related fires, flat year-on-year. Among them, indoor fires decreased from 13 last year to 2.

　　Next, Beijing will continuously improve the working mechanism of territorial responsibility, industry supervision, and departmental coordination, focusing on eliminating safety hazards in all links of electric bicycle sales, use, parking, and charging, preventing and reducing electric bicycle safety accidents, curbing the occurrence of major and especially major fire accidents, and promoting the implementation of whole-chain safety supervision.

　　At the same time, standardize the construction and management of electric bicycle parking and charging sites. Based on the current actual situation of centralized charging and parking sites for electric bicycles, comprehensively considering residents' needs, market demand, and problems reflected in the process of elevated-floor parking and the renovation of existing residential communities, clarify relevant technical requirements in terms of site classification, site level, fire separation distance, fire compartmentation, and initial fire control.
