Recently, in response to proposals related to railway planning and construction at the Second Session of the 13th Provincial CPPCC, the Anhui Provincial Development and Reform Commission publicly released its replies. Details are as follows:
1. "Proposal on Jointly Building Xuancheng into a Railway Hub in the Yangtze River Delta"
In recent years, with the opening and operation of the Hefei–Fuzhou, Hangzhou–Huangshan, and Shangqiu–Hefei–Hangzhou high-speed railways and the accelerated construction of the Xuancheng–Jixi high-speed railway, the railway network layout in the Xuancheng area has been continuously improved and the hub functions have been significantly enhanced. Next, the Provincial Development and Reform Commission will continue to support the planning and construction of key railway projects in Xuancheng City, striving to build a regional railway hub.
Regarding the Nanjing–Xuancheng Railway. This project is a construction project in the national "14th Five-Year Plan" railway development plan. Its feasibility study report has now passed review by China State Railway Group.
Next, the Provincial Development and Reform Commission, together with relevant parties in Jiangsu Province, will strengthen communication and coordination with China State Railway Group, seek to have China State Railway Group issue the feasibility study review opinion as soon as possible, and coordinate with Jiangsu Province to promptly stabilize key node plans such as the Lukou Airport expansion project, jointly advance subsequent preliminary work, and strive for the entire line to commence construction as early as possible.
Regarding the Ningguo–Lin'an Railway. This project is a connecting line between the Xuancheng–Jixi high-speed railway and the planned Hangzhou–Lin'an–Jixi railway, and plays a certain role in enhancing the flexibility of the road network. After actively coordinating with the railway authorities together with Xuancheng City, conditions for introducing the Ningguo–Lin'an Railway have been reserved at Ningguo South Station on the Xuancheng–Jixi high-speed railway.
Next, the Provincial Development and Reform Commission, together with Xuancheng City, will deepen research on the project construction plan, strengthen reporting and coordination with the National Development and Reform Commission and China State Railway Group, and strive to include it in relevant national construction plans, creating conditions for project implementation.
Regarding the Hangzhou–Lin'an–Jixi Railway. Through active efforts, this project has been included in the Yangtze River Delta multi-level rail transit plan. Because the Hangzhou–Lin'an–Jixi Railway and the existing Hangzhou–Huangshan high-speed railway are parallel lines in the same corridor, and the Hangzhou–Huangshan high-speed railway still has considerable surplus transport capacity, China State Railway Group has not yet initiated project construction in accordance with the national guiding opinions on further improving railway planning and construction work.
Next, the Provincial Development and Reform Commission, together with relevant parties in Zhejiang Province, will strengthen communication and coordination with China State Railway Group, conduct in-depth analysis of factors such as road network layout, passenger flow demand, and project investment, and carefully study and demonstrate the project construction plan and construction timing. On this basis, it will strive to have China State Railway Group initiate the project's preliminary work as early as possible. (June 14)
2. "Proposal on Supporting the Prompt Inclusion of the Tongling–Xuancheng High-Speed Railway in Relevant National Plans"
Planning and constructing the Tongling–Xuancheng high-speed railway is of great significance for improving the regional rapid railway network layout, strengthening railway transport links among cities along the Yangtze River, and promoting the implementation of the Yangtze River Economic Belt and Yangtze River Delta integration development strategies.
According to the national "Opinions on Further Improving Railway Planning and Construction Work," new railway projects must strictly implement the functional positioning, construction timing, and construction standards determined by national plans.
Next, the Provincial Development and Reform Commission, together with cities along the route, will deepen preliminary project research, carry out planning control and interface reservation, strengthen communication and coordination with the National Development and Reform Commission, China State Railway Group, and other parties, and actively strive to include the Tongling–Xuancheng Railway in relevant national construction plans for the "15th Five-Year Plan," creating conditions for implementation and construction. (June 18)
3. "Proposal on Accelerating the Construction of the Hefei Hub Through Line Project"
Constructing the Hefei hub through line plays an important role in optimizing the layout of the Hefei hub and enhancing the capacity of the high-speed railway corridor along the Yangtze River. Through coordination and efforts with the National Development and Reform Commission and China State Railway Group, the preliminary design approvals for the Shanghai–Nanjing–Hefei high-speed railway and the Hefei–Wuhan high-speed railway have clearly specified the reservation of construction conditions for the through line at the Hefei hub.
At present, the Provincial Development and Reform Commission, together with Hefei City, is deepening research on key node plans such as introducing the hub through line into Feidong Station, running parallel to the ring expressway, and reserving interfaces for urban rail transit.
Next, the Provincial Development and Reform Commission will strengthen coordination with China State Railway Group, seek to implement difficult projects such as the introduction of the Hefei hub through line into Feidong Station simultaneously in the form of a design change for the Shanghai–Nanjing–Hefei high-speed railway. At the same time, in light of the construction and operation of the high-speed railway corridor along the Yangtze River and the traffic capacity of the Hefei hub, it will, together with Hefei City, solidly advance the preliminary work of the Hefei hub through line project, promptly approve construction, and simultaneously carry out related work on development around the station area to improve project operating benefits. (June 13)
4. "Proposal on Accelerating the Construction of the Hefei–Chizhou Railway"
The Hefei–Chizhou Railway is a construction project in the national "14th Five-Year Plan" railway development plan. It connects with the already built Shangqiu–Hefei–Hangzhou and Chizhou–Huangshan high-speed railways and the planned Huangshan–Jinhua Railway, and can form a rapid passenger transport corridor from the Central Plains urban agglomeration through Hefei, southern Anhui, and western Zhejiang to the coastal areas. It is of great significance for promoting the implementation of national strategies such as the Yangtze River Economic Belt and Yangtze River Delta integration development.
At present, the Hefei–Chizhou Railway has completed the tender for whole-process consulting, and a pre-feasibility study review of the project is planned to be organized in the near future. Next, the Provincial Development and Reform Commission, together with cities along the route, will accelerate the preparation and submission of the project feasibility study report and related special topics, strive to commence construction as early as possible, and complete it simultaneously with the Chizhou Yangtze River road-rail bridge so as to bring benefits into play.
