"Intervening early and starting early, and promptly identifying and filling gaps, can help us save a lot of time in the formal approval process!"
Recently, at the comprehensive engineering construction project window of the Qingbaijiang District Government Services Hall, Xiao Hu, the person in charge of the Fuhong Town Fuju Community Neighborhood Space Project, received the project's simulated project approval form. This is the first simulated project approval issued since Qingbaijiang District took the lead in launching the credit commitment approval service model for engineering construction projects in the province this year.
What is the purpose of this thin sheet of paper, the simulated project approval?
For now, although the simulated approval obtained does not have the legal effect of an administrative approval document, it is still useful. "On the one hand, because we have gone through the process once in advance, we can get through it in one go during formal approval; on the other hand, we can also carry out preliminary work such as survey, design, and report preparation in advance."
The approval procedures for the Fuhong Town Fuju Community Neighborhood Space Project, including project initiation and completion of land supply, are all very important approval steps before the project starts construction. In particular, formally obtaining land procedures takes a long time, at least one or two months and at most more than half a year, and during this period, other approval matters for the project owner cannot be carried out at all.
At the same time, according to past approval procedures, after the construction unit obtains prerequisite procedures such as project initiation and land, project approval still needs to be carried out sequentially among multiple different departments. Because some approval matters are statutory prerequisite steps, if the previous approval is not completed, the next approval cannot proceed, leaving the construction unit with no choice but to wait.
Qingbaijiang's implementation of the credit commitment approval service model for engineering construction projects breaks through past restrictions such as "no review without application" and "no review if materials are incomplete," changing "passively waiting for review" into "proactively conducting pre-review."
How exactly is this approval service model implemented?
"Simply put, the essence of credit commitment approval is that when a construction project has not yet obtained prerequisite approval procedures, the approval department provides assistance services for the project's planning and construction application by intervening in advance. That is, it converts the time the project owner spends waiting for prerequisite approvals into time for our government departments to provide services in advance. This not only prepares for formal approval, but also shortens the time limit for formal approval, reducing the waiting time for project units in planning and construction applications by up to 3 months," said Huang Yan, chief of the Investment and Construction Section of the District Approval and Business Environment Bureau.
It is worth noting that credit commitment approval is not formal approval. If major changes occur in project conditions during later formal approval, the earlier simulated opinions may become invalid. Therefore, the most basic principle for carrying out credit commitment approval services is that "the project owner must ensure the project is mature."
"The credit commitment approval service model is an important measure for deepening institutional innovation and process reengineering in the field of engineering construction project approval services, and is a comprehensive expansion of advance intervention, proactive service, and acceptance with tolerance of missing materials in administrative approval. Next, we will make every effort to help credit commitment approval services play their greatest role in the full-chain service of engineering construction projects, so that more projects can enjoy the benefits of reform and achieve 'certificate issuance upon land delivery,' 'commencement upon land acquisition,' and 'production upon completion,'" said Qin Hongmei, director of the District Approval and Business Environment Bureau.
Scope of application of credit commitment approval services: relevant approval matters that need to be handled before commencement for government-invested projects and enterprise-invested projects within Qingbaijiang District (excluding real estate and other commercial projects), except for the issuance of construction project construction permits.
