Since the beginning of this year, the Binzhou Municipal Water Resources Bureau has taken effective measures to solidly advance project reserve, scheduling, and implementation, making every effort to strengthen water conservancy project construction and promote high-quality development of the water conservancy sector.
First, closely tracking policies to plan projects. It has strengthened the study and grasp of policies, paying close attention to the investment directions and priorities of the national, provincial, and municipal governments in the water conservancy field. Centering on policy trends such as special bonds, the central budget, and ultra-long-term special government bonds, it has precisely planned and packaged projects to ensure that project construction content aligns with the direction of higher-level policy support and to increase the success rate of securing funds. A total of 2 central budget water conservancy investment projects, 4 special bond projects for the ** batch of 2024, and 3 ultra-long-term special government bond projects have been planned and declared.
Second, vigorously implementing and managing projects. From preliminary research and planning and design to feasibility demonstration, it has set high standards and high quality requirements, aiming to build a batch of high-quality water conservancy projects and enhance their appeal to funds. It has adhered to the working mechanism of "one project, one leader, one team, and follow-through to the end," specifically advancing preliminary procedures for projects, regularly holding scheduling meetings, and analyzing and resolving difficulties and problems in advancing preliminary procedures to ensure that preliminary procedures are successfully obtained and projects are implemented on schedule.
Third, rapidly building projects. Following the working approach of "pursuing progress on projects under construction and pursuing commencement of projects already secured," it has formulated construction progress plans project by project, set reverse schedules, optimized plans, and made every effort to advance project construction. Up to now, 16 water conservancy construction projects have commenced, including 11 rural water supply projects, 4 flood and drought disaster prevention projects, and 1 water cultural heritage resource protection project. The total investment is 42.83 million yuan, with cumulative completed investment of 25 million yuan, accounting for 58.37% of the total investment.
