Autonomous region key projects are an important lever for expanding effective investment and stabilizing growth. Since the beginning of this year, the Xinjiang Uygur Autonomous Region has consolidated and strengthened the momentum of economic recovery and improvement through improving the quality of project planning, enhancing confidence through project scheduling, boosting the capacity of factor guarantees, and improving the efficiency of project services. From January to May, key engineering projects in the autonomous region completed a cumulative investment of 96.57 billion yuan based on physical work volume, accounting for 27.6% of the annual plan, of which: continuing projects completed investment of 67.08 billion yuan, newly started projects completed investment of 27.76 billion yuan, and reserve projects completed investment of 1.73 billion yuan.
(1) From the perspective of sectors, the investment-driving role of projects in the energy sector is significant. Modern industrial projects such as new energy, oil and gas production and processing, new materials, coal, coal power and coal chemicals, and green mining completed investment of 69.26 billion yuan, accounting for 28.5% of the annual plan. Infrastructure projects such as highways, water conservancy, power grids, airports, and railways completed investment of 24.25 billion yuan, accounting for 23.6% of the annual plan. Public service projects such as urban construction, cultural tourism, science, technology and education, health and sports, and ecological and environmental protection completed investment of 3.06 billion yuan, accounting for 17.1% of the annual plan.
(2) From the perspective of project commencement, newly started projects have strengthened the follow-up momentum of investment. From January to May, 58 key projects commenced construction, accounting for 58% of the annual target for new project starts, and completed investment of 29.5 billion yuan. Among them: 16 infrastructure projects started construction, including the Tumiya Water Conservancy Hub Project in Yutian County, the G30 Xingxingxia–Hami Expressway Reconstruction and Expansion Project, and the Hami North ±800 kV UHV DC supporting thermal power 750 kV transmission project; 26 modern industrial projects started construction, including the Kaidu River Gunhabuqile Hydropower Station, the Kashgar Huadian 2×660 MW cogeneration project, the Changdong 2×660 MW power plant construction project in the Zhundong Development Zone, and the Xinjiang Huoshaoyun lead-zinc mine 600,000 tons/year lead-zinc smelting project; and 16 public service projects started construction, including the first phase of the new campus of Kizilsu Vocational and Technical College, the Huocheng County Guozigou Alimali (Phase I) project, the second phase of the "coal-to-electricity" residential facility household renovation project, and the 2024 old residential community renovation project.
(3) From the perspective of major projects, the "Double 11" project is being advanced effectively. From January to May, major industrial projects at the 100-billion-yuan level in the autonomous region and the 10-billion-yuan level in southern Xinjiang completed investment of 61.5 billion yuan, accounting for 29.3% of the annual planned investment. Among them: 11 major industrial projects at the 100-billion-yuan level in the autonomous region completed investment of 52.1 billion yuan from January to May. Projects such as the third "Xinjiang power transmission outbound" corridor, the major "Xinjiang coal transport outbound" corridor, pumped storage, silicon-based new materials, and hydrogen energy pilot demonstrations are being accelerated; five projects including the Altay and Aksu expansion projects of the natural gas pipeline for benefiting the people in northern and southern Xinjiang are scheduled to be completed and put into operation by the end of the year; large-scale clean energy bases are planned to achieve a grid-connected capacity of no less than 18 million kilowatts within the year, and 11.27 million kilowatts of newly added grid-connected capacity has already been completed; the fourth "Xinjiang power transmission outbound" corridor has been included in the national 14th Five-Year Plan for power development, and the plan for the large-scale wind and photovoltaic base in the Taklamakan Desert is proposed to be submitted to the Director's Office Meeting of the National Development and Reform Commission for review in the near future; 11 major industrial projects at the 10-billion-yuan level in southern Xinjiang completed investment of 9.4 billion yuan. The Dahongliutan rare metal mining, beneficiation, and smelting integrated project has completed 43.8% of the annual investment plan, and the first phase of the lithium salt project is scheduled to be completed and put into operation soon; the Huoshaoyun lead-zinc mine mining, beneficiation, and smelting integrated project has completed 33.8% of the annual investment plan and is scheduled to have its main works completed by the end of the year.
Next steps
(1) Focus efforts on progress. Continue to give play to the three-level scheduling mechanism, seize the golden construction period in the second quarter, and accelerate the substantive commencement of more new and reserve projects and the full-load construction of continuing projects. Carry out field research, and by going deep into the project frontline, carefully study and analyze projects with relatively slow investment completion, identify the causes, formulate targeted measures, and help coordinate and resolve issues, so as to support steady investment growth with tangible physical project work volume.
(2) Make every effort to promote project commencement. Sort out projects that should have started but have not yet started, conduct point-to-point consultations, and understand and grasp the key bottleneck issues in the process of advancing project work, coordinating and promoting them by level and category: first, organize joint meetings on the preliminary work of key projects to conduct centralized discussions on factor issues before project commencement, coordinate the handling of preliminary procedures such as land use, forest land use, and energy use, and strive to promote the commencement and implementation of new projects. Second, launch the mid-term adjustment of key projects, further sort out and add a batch of projects with rapid preliminary work progress and strong radiating and driving effects, and strengthen the follow-up momentum for investment growth.
(3) Establish a clear orientation and boost confidence. Focusing on the security of industrial chains and supply chains and energy security, organize major project commencement activities in due course, and by starting a batch of landmark major projects with strong leading and driving effects, establish a clear orientation, strengthen guidance of expectations, and boost development confidence. Establish a work ledger for major landmark projects, provide full-process tracking, guidance, and services, and ensure the smooth implementation of projects and the early realization of benefits.
