　　Recently, the Wanxing Guanlanfu construction project entered the engineering construction permit approval stage. Previously, the approval of engineering planning permits involved a wide scope and many approval steps with long approval cycles. Enterprises had to prepare a large stack of materials and go to several windows. It was common for related matters to be handled untimely, or for design plans not to have solicited opinions from relevant departments in advance, causing project progress to stall or requiring multiple revisions and increasing enterprise costs.
　　Since the beginning of this year, the Wucheng County Administrative Approval Service Bureau has deepened the reform of the engineering construction project approval system, changing project approval from departments "working alone" to "joint operations." It has packaged seven matters in the engineering construction permit stage—engineering design plans, handling of construction project planning permits, water supply application, electricity supply application, gas supply application, heating supply application, and approval of construction conditions for building civil air defense basements in conjunction with civil buildings or approval for construction of civil air defense basements at another location—into a single "engineering planning matter" to be declared and handled at one window. At the same time, to address the problem of excessive materials, it has implemented one application form and one set of application materials to complete multiple approvals and streamline duplicate materials. With the current "one matter" integrated window, enterprises only need to submit one application and one set of materials to complete seven licensing matters across two departments.
　　In addition, Wucheng County provides full-process assistance and agency services during project application to avoid problems such as enterprises "making repeated trips and material errors." At the same time, it strengthens training for relevant personnel, cultivates "generalists," and encourages personalized services such as assistance, agency, and appointment-based handling.

　　Since the beginning of this year, a total of 7 engineering planning "one matter" cases have been handled. Approval time has been reduced by 80%, handling steps by 80%, and application materials by 80%. Enterprises only need to make one trip and apply at one window, providing them with convenient and efficient services.
　　"Next, we will push the reform of 'streamlining administration, delegating power, improving regulation, and optimizing services' to greater depth, focus on high-frequency matters in engineering construction projects, continuously expand the 'one matter' integrated service model in the investment and construction field, and realize the reform of 'handling matters at once and conducting reviews centrally, reducing burdens for departments and delivering benefits to enterprises.' Through concrete measures, we will implement all tasks in detail and enhance the sense of gain among enterprises and the public," said Chen Zhitao, director of the Wucheng County Administrative Approval Service Bureau.
