Responding to Floods with Speed: Multiple Regions in Zhejiang Join Forces to Safeguard the Flood-Control "Safety Line"

On June 26, several regions in Zhejiang Province have experienced continuous heavy rainfall in recent days. In response, multiple construction projects and operating railway lines in Zhejiang have been closely monitoring rain and flood conditions, promptly responding to local emergency warnings, and implementing "one-click" advance prevention, rapid response, and scientific dispatch, comprehensively carrying out flood-control emergency deployments and safeguarding the flood-control "safety line."

Affected by the heavy rainfall, the water level in the upper reaches of the Xin'anjiang water area has risen rapidly with large flows, and the Xin'anjiang Reservoir has opened its gates to release floodwater. The Xin'anjiang Grand Bridge, a controlling project of the Jinhua-Jiande Railway located downstream, will be directly affected by this flood release. To ensure construction safety, after receiving the flood-release notice, the Jinhua-Jiande Railway Construction Command of Zhejiang Communications Group responded quickly, requiring the relevant work sites to stop work immediately and organizing on-site construction teams to sort and secure materials, supplies, and equipment on the trestle bridge deck, while clearing floating debris on the upstream side of the trestle, making advance preparations for personnel evacuation and material transfer, and orderly implementing flood-control and flood-season work.

At present, the relevant work sites under the Jinhua-Jiande Railway Construction Command have implemented a 24-hour duty system at the construction site and conducted all-round inspections of on-site flood-control deployments; the water construction area has been promptly sealed off, and more than 50 construction workers in the water operation area have all been evacuated. Through the "Flood Control Tong" app and on-site duty, the water level conditions at the site are monitored in real time to ensure the normal operation of emergency procedures.

As a key project of the "Yangtze River Delta on Rails," the Huzhou-Hangzhou Railway has 20 flood-control points along its route that are difficult for personnel to reach. Workers use drones for registered flights to obtain regional images and video materials and draw three-dimensional panoramic maps, focusing on establishing computer 3D data models for dangerous sections prone to landslides such as tunnel portals, incorporating terrain and environmental factors to improve the quality of hidden-danger inspections during the flood season.

During the critical flood-control period, the Huzhou-Hangzhou Railway Construction Command of Zhejiang Communications Group and relevant units at Hangzhou West Station focused on key locations, key processes, and key groups of people, carrying out all-round major hidden-danger inspections and practical flood-control drills, comprehensively reviewing shortcomings and weaknesses, and strictly implementing targeted preventive measures.

Walking into the stations of Taizhou S1 Line, sandbags are neatly stacked against the walls, and emergency supplies are being carefully counted one by one. Staff promptly clear standing water at entrances and connecting corridors, lay anti-slip mats, and set up "Caution: Slippery Floor" signs to ensure the safety of passengers entering and exiting stations.

In recent days, Taizhou Changxing Rail Transit has strengthened hidden-danger inspections at weak flood-control points along the entire Taizhou S1 Line, increasing patrol intensity in key areas such as tunnel portals, U-shaped grooves, ventilation pavilions, and evacuation passages. Staff patrol along the track line 24 hours a day without interruption to ensure the drainage system is unobstructed and strictly prevent standing water from affecting train operations.

The S43 Hangzhou Ring Expressway West Double Line connects the four neighboring cities of Hangzhou, Jiaxing, Huzhou, and Shaoxing, with about 60% of the route in mountainous areas, creating high flood-control pressure. "The bridge deck situation differs from the road surface; once these drainage holes are blocked, water will accumulate and create hidden dangers for safe highway driving, so we must not let our guard down." In recent days, facing sudden rainstorms, Yao Zhaohua, Party branch secretary of the Deqing Comprehensive Management Office of the Huzhou Management Center of Zhejiang Communications Group Expressway, has not dared to slack off in the slightest, inspecting as many as 12,000 drainage holes along the hard shoulder every day.

Zheng Jufang is a newly "appointed" post-80s female safety officer at the Lin'an Center Office of Zhejiang Communications Group. In recent days, the Lin'an area of Hangzhou has experienced rainstorm weather, and she and the center office's plumber rushed to the toll stations under its jurisdiction for safety inspections. Upon learning that the water level in the drainage ditch of the Tianmu Creek irrigation canal next to the Yuqian Toll Station had risen significantly, the two immediately drove to the site, contacting the local water conservancy department to open the gates and release water while jointly carrying sandbags to the side of the toll station, effectively making preparations for emergency flood control.

Acting upon the "flood" call, basing on "prevention," focusing on "detail," and committing to "practicality." Next, multiple regions in Zhejiang will continue to strengthen monitoring of rain, water, and wind conditions, accurately plan, promptly grasp, and solidly implement all flood-control and flood-preparedness work, safeguard the flood-season safety line, and ensure the safe travel of the public.
