In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, and to carry out the relevant requirements of the Guiding Opinions of the State Council on Accelerating the Establishment and Improvement of a Green, Low-Carbon and Circular Development Economic System and the Implementation Plan for Further Improving the Market-Oriented Green Technology Innovation System (2023-2025), and to accelerate the promotion and application of advanced green technologies, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development and six other departments recently issued a notice to organize the selection and release of the Green Technology Promotion Catalogue (2024 Edition) (hereinafter referred to as the Promotion Catalogue).

The notice specifies that, with the goal of synergistically promoting carbon reduction, pollution reduction, green expansion and growth, and with a focus on accelerating the development of green and low-carbon transformation industries, efforts should focus on key process flows and production links, and advanced and applicable green technologies should be recommended on a competitive basis. Through the selection and release of the Promotion Catalogue, the innovation and promotion of green technologies in key industries will be facilitated, providing strong technical support for the comprehensive green transformation of economic and social development.

The notice requires that the technologies recommended this time be related technologies in the fields of energy conservation and carbon reduction industry, environmental protection industry, resource recycling industry, green and low-carbon energy transformation, ecological protection, restoration and utilization, and green upgrading of infrastructure. The recommended technologies must have significant effects on energy conservation, carbon reduction, environmental protection and efficient resource utilization, be able to effectively enhance the green level of the relevant industries, be advanced, leading and demonstrative within the industry, and have good promotion value and application prospects; they must be mature and reliable, have good economic applicability, and have at least 2 application cases in China that have been applied for more than 1 year. In addition, the technology holders must have good operating conditions, have no records of violations of laws and regulations, not be included in the list of enterprises with abnormal operations or the list of seriously dishonest entities, have independent intellectual property rights over the recommended technologies (subject to patent certificates), and have obtained testing reports or technical evaluation reports issued by qualified third-party institutions.

The notice proposes that for green technologies included in the Promotion Catalogue, relevant departments will organize technical roadshows and other activities in conjunction with National Ecology Day, National Energy Conservation Week, National Low Carbon Day, World Environment Day, etc., to intensify publicity and promotion. Relevant departments, industry associations and central enterprises are encouraged to actively promote the application of green technologies in the Promotion Catalogue. Platforms such as the National Green Technology Exchange Center will be given full play to organize green technology achievement promotion activities such as "Green Technology Service Enterprises" and advance the transformation and industrialization of green technology achievements. For eligible projects that apply green technologies in the Promotion Catalogue for upgrading and transformation, active support will be given through central budgetary investment. Financial institutions are encouraged to strengthen financing support for green technologies in the Promotion Catalogue through green credit, green bonds, carbon emission reduction support tools, etc.
