On June 24, the Ministry of Housing and Urban-Rural Development and the National Financial Regulatory Administration jointly convened a video conference on policy training for ensuring housing delivery. The meeting thoroughly implemented the relevant decisions and arrangements of the CPC Central Committee and the State Council, conducted policy interpretation and training related to ensuring housing delivery, guided all localities in effectively carrying out housing delivery work, safeguarded the legitimate rights and interests of homebuyers, and promoted the steady and healthy development of the real estate market. Dong Jianguo, Vice Minister of Housing and Urban-Rural Development, and Xiao Yuanqi, Deputy Director of the National Financial Regulatory Administration, attended the meeting and delivered speeches.

Responsible comrades from relevant departments and bureaus of the Central Financial and Economic Affairs Office, the Central Financial Office, the General Office of the State Council, the Ministry of Public Security, the Ministry of Natural Resources, the People's Bank of China, and the Supreme People's Court, as well as all members of the working task force of the urban real estate financing coordination mechanism (ensuring housing delivery), attended the meeting at the main venue. Provincial-level task forces and the group leaders, deputy group leaders, and member units of task forces in key cities attended the meeting at branch venues.

The meeting emphasized that ensuring housing delivery is an important measure for implementing the decisions and arrangements of the Central Committee, a concrete practice of implementing the people-centered development philosophy, and the primary task for promoting the steady and healthy development of the real estate market at present. All localities must resolutely implement the decisions and arrangements of the CPC Central Committee and the State Council, take safeguarding the legitimate rights and interests of homebuyers as the fundamental starting point and ultimate goal, and with a high sense of responsibility and mission, and with the urgency of losing no time and seizing every minute, advance the various tasks of ensuring housing delivery in a coordinated, forceful, orderly, and effective manner.

The meeting required adherence to goal orientation and problem orientation, strengthening the pertinence of the work, clarifying the goals and standards of housing delivery work, and accurately identifying problems and shortcomings. It is necessary to coordinate housing delivery work, establish a three-level task force linkage mechanism at the national, provincial, and municipal levels, strengthen policy coordination, make good use of the housing delivery information system, and establish regular scheduling and notification mechanisms. Publicity and guidance should be well carried out to create a favorable public opinion atmosphere.

The meeting pointed out that, in order to further leverage the role of the urban real estate financing coordination mechanism and better meet the reasonable financing needs of urban real estate projects, it is necessary to consolidate the responsibilities of local governments, real estate enterprises, and financial institutions; improve the composition of the mechanism, refine the project referral and feedback management, and intensify project repair efforts; strengthen the review and gatekeeping of the "whitelist"; guide banks in providing financing support; and summarize and promote experience.

At the meeting, the principal responsible comrades of the Real Estate Market Supervision Department of the Ministry of Housing and Urban-Rural Development and the Statistics and Risk Monitoring Department of the National Financial Regulatory Administration conducted policy training on the "Overall Plan for Effectively Ensuring Housing Delivery," the "Work Plan for the Critical Battle to Ensure Housing Delivery of Urban Commercial Housing Projects," and the "Notice on Further Leveraging the Role of the Urban Real Estate Financing Coordination Mechanism to Meet the Reasonable Financing Needs of Real Estate Projects."
