"The road ahead has collapsed, as deep as 30 to 40 meters and as long as 60 to 70 meters." On June 21, power emergency repair crew members conducting on-site surveys of the disaster situation on the front line in Meizhou, Guangdong, reported that the Wenfu Town section of National Highway G205 had collapsed due to mountain torrents, making it impossible to manually pull and string cables. Although repair cables and other equipment had arrived, the huge gully caused by the road collapse once again confronted the repair work with challenges.
Just as everyone was at a loss, repair crew member Zeng Wenjie proposed, "If people can't get across, we can use heavy-load special drones to pull the cables." That afternoon, heavy-load special drones were urgently dispatched to the site. The drones took off steadily, pulling cables one after another across the gully to the opposite bank, where staff received them on the ground. After 4 hours of uninterrupted operation, all cables were successfully pulled into place. That day, power was smoothly restored to poles 102-104 of the 982 main line of the Daba Line.
Recently, due to sustained heavy rainfall, many highway sections in Meizhou, Guangdong, have suffered landslides, flooding, washouts and other disasters. The heavy rainfall since June 16 has damaged more than 900 kilometers of medium- and low-voltage lines in the Meizhou area and affected 2,866 transformer districts with power outages. How to speed up restoring power to natural villages without electricity has become the biggest test.
The Meizhou Municipal Party Committee and Municipal Government organized overnight coordinated efforts among units including the Bureau of Industry and Information Technology, the Transport Bureau, the Water Affairs Bureau, power supply and telecommunications operators, adhering to the principle of "not leaving any village behind" and conducting in-depth inspections of natural villages. Meizhou Power Supply Bureau, following the principle of "water recedes, people move in, power is restored," carried out a "large-scale coordinated operation" to repair and restore power in the "last mile."
On the evening of June 22, with the successful completion of repair work in Baimei Village, Changtan Town, Jiaoling County, Meizhou, power supply to natural villages in Meizhou was basically restored. As of 19:00 that day, 413.5 kilometers of damaged medium- and low-voltage lines and 2,760 affected transformer districts had been restored, and more than 160,000 users, nearly 95% of those affected, had their basic power supply restored.
At the same time, Guangdong Communications Group urgently established 4 Party member commando teams for emergency rescue in the Shantou-Meizhou Expressway reconstruction and expansion project, deploying a total of 50 sets of rescue equipment and more than 150 rescue personnel, who separately carried out road restoration work in Sishui Town of Pingyuan County and Nanqi Town and Changtan Town of Jiaoling County in Meizhou.
The reporter learned that the 11-kilometer section from Shizhai Village to Duobao Village in Nanqi Town, Jiaoling County, Meizhou, was one of the more severely damaged sections. Continuous rainfall caused hundreds of landslide points of various sizes along the road, with the longest landslide point about 500 meters long. The section runs along cliffs and water, and part of it had half-collapsed, making the rescue workload enormous. During the restoration period, the section encountered multiple rainstorms, and the mountain body underwent secondary collapses during repair operations, making on-site work highly risky and difficult.
Chen Bojun, deputy manager of the Engineering Technology Department of the Shantou-Meizhou Expressway reconstruction and expansion project, was the person in charge of rescue for this section. Facing the complex road environment, he had to hike into the landslide section to conduct surveys and formulate work plans. Two kilometers from Duobao Village, the road was completely blocked by collapsed mud and trees. Chen Bojun could only walk carefully like crossing a single-log bridge, maintaining his balance as he passed along a concrete guardrail only 20 centimeters wide, with a steep slope nearly 60 meters high on the other side. Chen Bojun said, "At the time I only thought about understanding the situation as quickly as possible, working out a plan, and getting this road open. Only now does it occur to me that it was a bit frightening."
Rainwater increased the soil moisture content, causing loaders to slip severely. Sun Keqiang, head of the Shantou-Meizhou Expressway reconstruction and expansion project, said that one loader slid off the outer side of the road during operation and had to be pulled back with an excavator using a steel wire rope. "After checking the equipment's safety performance, we continued the restoration work."
At present, the commando teams are fully carrying out the second phase of road widening and clearing. So far, 28.1 kilometers of road have been widened and 21,300 square meters of collapsed soil have been cleared.
In Sishui Town, Pingyuan County, Meizhou, after the flood receded, utility poles were toppled, wires were broken and covered with debris, and farmland was uneven and full of mud. From the Chengwen Village Committee to the Jiantou Production Team, the already narrow village road had been mostly washed away by the flood, with mud mixed with trees and gravel scattered along the slopes and roads, making it impassable for vehicles.
In order not to delay the repair progress, power repair personnel and enthusiastic villagers worked together to carry an emergency generator weighing nearly 40 kilograms safely through the dangerous section by shoulder. The temporary 4-kilometer emergency passage took them more than 90 minutes to traverse. Through everyone's concerted efforts, the residents of the Jiantou Production Team in Chengwen Village had power again on June 22.
In Songyuan Town, Meixian District, Meizhou, the ** bridge from Yuantan Village to 5 natural villages was severely damaged and had still not been opened as of June 22, so repair teams could not reach the area to carry out power restoration. Learning that two households in Liangjinshi Natural Village had not been evacuated in time, the repair team tried every means to ensure their electricity needs.
The ** passage bridge was destroyed and the river was turbulent. "Let's try building a human bridge to see if we can wade across," said Lai Minjun, on-site chief commander of the Meixian Power Supply Bureau in Meizhou. But the river was truly too turbulent, and the human bridge had to be urgently withdrawn after reaching one-third of the way. After coordination among multiple parties, the Meizhou Emergency Management Bureau dispatched a helicopter for emergency support, and 3 power supply station employees and a generator reached the opposite bank by helicopter.
The roads leading to the natural villages were damaged to varying degrees. A power repair team set out for 3 natural villages in Muxi, Renju Town, Pingyuan County, Meizhou. Team leader Wang Gaozhi told his team members, "Where the road is open, we drive; where it is not, we carry it." On the road to the Qica Natural Village in Muxi, because the road was blocked and the repair vehicle could not pass, villagers voluntarily lent their motorcycles to repair personnel Liu Yanjun and Zeng Fanzhong. The last stretch of road to the Miaobei Natural Village in Muxi was very narrow, and the workers pushed a cart for several hundred meters. In other natural villages, when villagers learned that the generator had arrived at the village entrance, they brought carrying poles to help, lifting the generator with the repair workers on their shoulders and walking along the temporarily built path to reach the village. By midday on June 22, generator connections had been completed in all 3 natural villages in Muxi.
"Son, the power is back on here, don't worry!" "We have electricity here now, everything is fine!" At midday on June 22, villagers in Zhongshicha Natural Village, Muxi, Renju Town, Pingyuan County, Meizhou, charged their phones with the generator and reported their safety to their families. In Muxi Village, repair personnel were also accelerating the repair progress; once repairs are completed, the generator can be withdrawn and normal power supply restored.
After the disaster struck, Guangdong Unicom urgently dispatched emergency rescue teams from Guangzhou and Shenzhen to the front line. Three technical experts carrying a satellite kit accompanied emergency rescue personnel by helicopter into Sishui Town, Pingyuan County, Meizhou, where they debugged the satellite kit to quickly complete communications restoration, ensuring communication signals within a two-kilometer radius centered on the satellite station. Personnel from the Shenzhen emergency brigade carried satellite communication kits weighing more than ten jin and waded on foot into Chagan Town and Shangju Town in Pingyuan County to complete communications restoration. The Guangzhou mobile brigade traveled by emergency satellite vehicle to Guangfu Town, Jiaoling County, to complete communications restoration, providing support for the government's on-site command and dispatch.
Guangdong Mobile used "drone base stations + satellite communication kits + satellite communication vehicles" to open up the lifeline of network communications for emergency rescue and disaster relief. In Sishui Town, Pingyuan County, Meizhou, due to frequent landslides, communications in some villages were interrupted and roads were blocked. Drones from the Guangdong Provincial Flood Control, Drought Relief and Typhoon Prevention Headquarters, carrying Guangdong Mobile base station equipment, were delivered to Pingyuan County seat. Through high-altitude reinforcement by drones carrying mobile base station equipment, the mobile "air" base station circled and flew at 200 meters above the local area, ensuring smooth signals within a 3-kilometer radius and providing an emergency communications network for people in the disaster-stricken areas.
