Recently, at a press conference held by the Information Office of the Liaoning Provincial People's Government, it was learned that in recent years, the Panjin Liaobin Coastal Economic and Technological Development Zone has continuously optimized its business environment, enhanced its capacity and level of service to enterprises, precisely helped enterprises relieve difficulties, made every effort to promote project construction with improved quality and speed, and safeguarded high-quality development of enterprises.
　　Panjin Liaobin Economic and Technological Development Zone is a *** economic and technological development zone and an important component of the Liaoning Coastal Economic Belt. In 2023, the petrochemical park of Liaobin Economic and Technological Development Zone was recognized as a ***** Class D petrochemical park in Northeast China, approved as a *** green industrial park, and approved as the Liaoning Liaobin Petrochemical and Fine Chemical Industry Quality and Brand Improvement Demonstration Zone. From 2019 to 2023, it ranked among the top 30 chemical parks in China for five consecutive years, and is one of China's hundred-billion-level super-large chemical parks.
　　At the press conference, Zhang Jikuan, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Panjin Liaobin Economic and Technological Development Zone, stated that the zone has made efforts in multiple aspects, including strengthening policy guidance; optimizing service models; focusing on technological innovation; strengthening the introduction of high-level talent; providing all-round support for major project construction; and advancing the layout of downstream industrial chain projects in advance, so as to care for and serve the growth of enterprises and help them achieve high-quality development.
　　Through strengthened enterprise services, from January to May this year, Liaobin Economic and Technological Development Zone achieved the resumption or commencement of construction of 43 key projects, signed and introduced 17 projects with an investment amount exceeding 2.8 billion yuan, and achieved positive growth in the industrial value-added growth rate. Five indicators—general public budget revenue, fiscal tax revenue, actual utilization of foreign capital, actual arrival of domestic capital, and total import and export value—lead all counties and districts in the city, and high-quality development continues to reach new levels.
　　Zhang Jikuan said, "Enterprises and projects can be said to be the lifeline of the development zone's development and the guarantee of its rapid and high-quality development. Therefore, the development zone has always regarded serving projects and accelerating project construction as the top priority in promoting high-quality development."
　　According to Zhang Jikuan, in order to support major project construction, Panjin Liaobin Economic and Technological Development Zone has comprehensively consolidated the element guarantees for project construction. Relevant functional departments were organized to make every effort to provide various guarantees such as temporary roads, water, and electricity before project commencement. They opened up "dead-end roads" around the projects, smoothed "micro-circulation," accelerated the turnover of materials, and reduced the risk of road traffic accidents.
　　For example, in the early stage of the Huajin Aramco project, the Infrastructure Construction Department of Panjin Liaobin Economic and Technological Development Zone and Xincheng Group worked together, allocated soil sources through multiple channels, coordinated construction vehicles, and comprehensively prepared construction plans to compress the construction period to the maximum extent. They successively completed the construction of multiple roads, drainage pipelines, power supply lines, and other projects, meeting the project commencement conditions in the shortest time, while simultaneously advancing the supporting construction of the project's gas pipeline network to fully guarantee the project's gas demand.
　　Zhang Jikuan said that through strengthened all-round enterprise services, the smooth progress of the Huajin Aramco project according to plan has been ensured. Since construction began in March 2023, 30 of the 32 units have commenced construction, with cumulative investment completed of 8.39 billion yuan, and investment of 2.68 billion yuan completed from January to April this year.

Zhang Jikuan stated that in future work, Liaobin Economic and Technological Development Zone will make every effort to provide good enterprise services and, with greater responsibility and action, make positive contributions as Liaobin Economic and Technological Development Zone to winning the tough battle in the crucial year of the three-year action for comprehensive revitalization and new breakthroughs in Liaoning.
