From January to May this year, the province allocated 11.197 billion yuan in investment for water conservancy construction, an increase of 1.624 billion yuan or 17% year on year; completed investment reached 5.931 billion yuan, an increase of 874 million yuan or 17.2% year on year. This was learned by the reporter at the province-wide scheduling meeting on key water conservancy projects and second-quarter work convened by the Provincial Department of Water Resources on June 18.
　　This year, the province's water conservancy construction has shown a positive, enterprising momentum with steady progress. Water resources departments at all levels have consistently shouldered their primary responsibility for organization and implementation, adhered to the "four-all work method," and advanced key water conservancy projects and government bond projects with high quality. The meeting emphasized the need to further accelerate the progress of water conservancy project construction. For projects already under way, construction organization must be sped up on the premise of ensuring quality and safety, fund use and management must be strengthened, and the pace of fund disbursement must be accelerated to generate more physical work volume and ensure a sustained increase in investment intensity. For projects not yet started, work plans must be formulated, efforts pooled to promptly resolve bottleneck issues, and schedules worked out in reverse to press ahead. Project planning must be continued, focusing on the national "Two Major" construction planning, upholding the working philosophy of "carrying out preliminary work uninterrupted throughout the year," and following the "four batches" project continuity mechanism to plan key projects in each region according to local conditions and establish a database of key engineering projects. Departments concerned must be proactively engaged, every effort made to secure preliminary project funding, and the historic opportunity of the state's additional issuance of government bonds seized to lay a solid foundation for applying for ultra-long-term government bonds. The pace of fund disbursement must be accelerated; guided by project completion and effectiveness, progress payments must be made promptly in accordance with the implementation progress of projects under construction and contract terms, and payment timing and progress must be accurately analyzed and predicted to ensure "100% disbursement completed before the end of December." Statistical work must be carried out strictly and meticulously; coordination and consultation with statistical departments must be proactively strengthened, communication and alignment with departments such as development and reform and finance must be enhanced, a mechanism for sharing statistical information on water-related projects must be established, data quality management across the entire water conservancy statistics process must be strengthened, and the principle of "counting everything that should be counted and counting whatever must be counted" must be upheld.
