Under the overall guidance of the "Project Deepening Year," Jinan High-tech Zone continues to promote reform of the engineering construction project approval system and improve approval service efficiency. The Shandong Energy Group Jinan International Trade Industrial Park project is located north of Jingshi East Road and east of Fenghuang Road in Jinan. The project has a total construction area of about 260,000 square meters. Once completed, it will serve as Jinan's investment promotion window and create a landmark international trade industrial park in the high-tech zone. As a new landmark on Jingshi Road, the project has a high positioning and large scale, posing a considerable challenge to design units. Zhuang Yuan, a staff member of the Shandong Energy Group Jinan International Trade Industrial Park project, said: "We are a provincial major project and a municipal key project, located in a key area of Jingshi Road. The project has a large construction scale and high requirements for its external image. We are not yet very familiar with some ** drawing review points, technical requirements, and presentation forms, so there is a certain degree of difficulty in preparing the planning and design scheme for the project."
　　During project construction, design scheme review is a key link that determines a project's function, form, and scale, but producing a design scheme that meets requirements is often a complex and repetitive process. By promoting the "Compilation Standard Atlas for Construction Project Design Schemes," Jinan High-tech Zone enabled the Shanneng Industrial Park project to save 20 working days of design time. Huo Futao, deputy director of the Engineering Construction Project Approval Service Office of the High-tech Zone Approval Service Department, told reporters: "We have cumulatively introduced five categories of the 'Compilation Standard Atlas for Construction Project Design Schemes,' which set general design requirements for design scheme drawings. By combining provisions with illustrations, they provide a 'sample' for design schemes, while also helping our approval staff quickly proofread, promoting dual improvement in the efficiency and quality of design scheme approval."
　　In addition to helping project units quickly complete design schemes, construction permits are a key link determining whether a project can start smoothly. For this reason, Jinan High-tech Zone has implemented an upgraded version of "phased construction permits," adding new momentum for earlier project commencement. Chen Shanshan, a staff member of the Engineering Construction Project Approval Service Office of the High-tech Zone Approval Service Department, told reporters: "We divide construction permits into three stages. Enterprises can apply for phased construction permits according to their own needs. After obtaining planning review opinions and phased drawing review opinions, they can apply for the construction permit for the ** stage, enabling them to prepare materials related to the construction permit for the next stage while construction has already begun."
　　With full-life-cycle assistance services provided by approval staff and Qilu Software Park project specialists, the project started construction in January 2024, greatly ahead of schedule. It is currently in the foundation construction stage and is planned to complete completion acceptance in October 2025 and be delivered for use by the end of December 2025. Zhuang Yuan told reporters: "Phased approval has provided us with great convenience. This has allowed the project to carry out foundation pit support, earthwork excavation, and pile foundation construction on one hand, while simultaneously improving the data review of construction drawings on the other, greatly improving processing efficiency. The start of construction was four months earlier than before."
　　It is understood that in 2024, 17 projects in Jinan High-tech Zone were selected as provincial key implementation projects, with a total investment of 78.54 billion yuan and an annual investment of 10.46 billion yuan; 48 projects were selected as municipal key construction projects, with a total investment of 152.96 billion yuan and an planned annual investment of 27.95 billion yuan. All the above indicators rank ** in Jinan.
