To further improve the administrative approval service efficiency for engineering construction projects, the Changyuan Municipal Housing and Urban-Rural Development Bureau has taken the lead in organizing the reform of the engineering construction project approval system, innovatively piloting an operating model of "one service guide, one application form, one set of declaration materials, completing multiple approvals," striving to resolve the bottleneck and pain-point issues in the approval process of construction projects, enhance approval efficiency, boost project construction, and press the "fast-forward button" for economic development.
Streamline declaration materials and optimize the approval process. The approval stage implements "one form" declaration; the project owner (i.e., the applicant) only needs to go to the comprehensive window and fill in one application form to apply for the approval procedures of all matters in that stage. After the comprehensive window accepts the application, it sends the project information to all approval units involved in this stage. Each approval unit analyzes the project declaration materials and feeds back the review results to the lead unit, which then informs the project owner at one time of the materials that need to be supplemented and improved. This reduces the need for enterprises to go to multiple windows and fill in multiple application forms, realizing the transformation from "one-to-n" to "one-to-one."
Optimize window services and improve work quality. All approval matters implement "one window" acceptance. The lead unit sets up one comprehensive service window, which is responsible for setting up the service guides, one-time notification forms, and other contents for all matters in this stage. Lead units share project information among themselves, promptly push projects from the previous stage to the next stage, promote cross-departmental joint services, simplify approval service links, and solve the pre-reform problem of "owners running back and forth while projects stagnate."
Compress approval time limits and improve service efficiency. The Changyuan Municipal Housing and Urban-Rural Development Bureau takes the lead in organizing the functional departments involved in the engineering construction approval reform to further refine the project approval process and clarify the approval stages, departments, matters, and time limits in the approval flow chart; actively promote parallel approval, divide the engineering construction project approval process into four approval stages—project initiation, land use planning permission, engineering construction permission, construction permission, and completion acceptance—and implement "one lead unit, parallel approval, and completion within a time limit," providing clear guidance for enterprises.
It is understood that at present, for general construction projects in Changyuan City, the number of approval links has been reduced from 6 to 4, the approval time limit has been reduced from 36 working days to 20 working days, and the number of application forms has been reduced from 36 to 4.
