Since the beginning of this year, Jining City has focused on implementing the "Project Construction Acceleration Year" action, planning and implementing 1,048 key projects at the provincial, municipal, and county levels, with a total investment of 890.34 billion yuan and a planned investment of 204.12 billion yuan for 2024; the commencement rate of provincial-level key construction projects reached 100% first in the province, and the completed investment volume and completion rate have consistently ranked among the top in the province.
　　Establish a contact and guarantee mechanism, and scientifically formulate a "task list." At the beginning of the year, 47 large-scale, high-quality major projects with a driving effect on the city's economic and social development were selected, with municipal-level leaders taking the lead in guaranteeing them, promoting a "dual improvement" in the speed and quality of major project construction. At the same time, for 134 provincial-level key projects and 230 municipal-level green and low-carbon key projects, county-level guarantee leaders were designated one by one. Guarantee leaders at the city and county levels concentrated their efforts on tackling difficulties, regularly conducting on-site work at key project construction sites to promote accelerated project construction.
　　Establish a supervision and promotion mechanism, and regularly publish a "progress list." Adhering to "monthly verification and frontline promotion," from January to May, more than 40 visits were made to the frontline of key projects to listen to demands, solve difficulties, supervise progress, and clear blockages, ensuring that all key projects at the provincial, municipal, and county levels "commence as they should and commence fully" and "invest and build quickly" in accordance with the schedule. From January to April, all 129 provincial-level key implementation projects had commenced, ranking first in the province in commencement rate, with an investment completion rate of 38.4%, exceeding the scheduled progress by 5.1 percentage points and ranking third in the province; from January to May, the on-schedule commencement rate of 218 municipal-level green and low-carbon key projects was 100%, with an investment completion rate of 49.51%, 7.8 percentage points faster than the scheduled progress.
　　Establish a coordination and resolution mechanism, and conduct monthly consultations on a "problem list." Establish a coordination mechanism for factor guarantees for key projects, and through on-site supervision and inspection, promptly sort out and summarize problems existing in projects regarding factor resources such as land and funds, establish a problem ledger, and carry out list-based management. Since the beginning of this year, 38 projects have been secured for inclusion in the provincial major project library, and 96 projects have been secured for inclusion in the provincial green and low-carbon high-quality development key project library, ranking fifth and third in the province respectively in number; multiple batches of financing demand promotions for provincial and municipal key projects have been organized, and so far 21 key projects have been helped to obtain 3.338 billion yuan in bank loans.
