Safeguarding the Construction of "Four-Good Rural Roads"

"The road at my doorstep was full of potholes in early spring, but now it has been paved smooth and flat, and widened considerably, making it very convenient for farm vehicles to get in and out." Recently, officials from the Eighth Discipline Inspection and Supervision Group dispatched by the Liaocheng Municipal Commission for Discipline Inspection and Supervision in Shandong Province visited Sunjiamiao Village, Guhe Town, Gaotang County, to conduct a follow-up visit on the construction of "Four-Good Rural Roads" and learn about road construction and maintenance. Villagers busy with farm work praised the work repeatedly.

This is one example of Liaocheng City advancing the construction of "Four-Good Rural Roads" to boost rural revitalization. In this process, the Liaocheng Municipal Commission for Discipline Inspection and Supervision focused on the goals of "building well, managing well, maintaining well, and operating well," and followed up with supervision through on-site inspections, reviewing materials, and discussions and exchanges. In response to problems such as the long construction period of rural roads, severely damaged road surfaces, and slow repair and maintenance, it urged the Municipal Transport Bureau and other departments to actively resolve the issues, and simultaneously advanced road network upgrading and road surface condition improvement projects to shore up weaknesses in rural road construction.

Rural roads wind and stretch in all directions, bringing hopes of prosperity to countless households. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has issued important instructions on rural road development on multiple occasions. All regions and departments have solidly advanced the construction of "Four-Good Rural Roads," and discipline inspection and supervision organs, based on their functions and duties, have innovated methods to strengthen supervision, tightened and firmed up principal responsibilities, and promoted continuous improvement in the coverage, management and maintenance levels, and service quality of rural roads, giving the people a greater sense of gain and happiness.

The Discipline Inspection and Supervision Group stationed at the Sanming Municipal Development and Reform Commission in Fujian Province focused on carrying out special supervision over the construction of "Four-Good Rural Roads," held special consultations with the Party Leadership Group of the Municipal Transport Bureau and other parties, and urged the resolution of a batch of bottleneck and pain-point issues such as the complex road environment in mountainous areas, poor road alignment, incomplete protective facilities, and high road safety risks. Through in-depth random inspections and supervision at construction sites, it identified and analyzed the subjective and objective causes of problems such as lagging progress, and conducted point-to-point interviews with functional departments to firm up responsibilities. At the same time, it focused on following up on links such as rural road project review, bidding, and fund disbursement to supervise and ensure the efficient advancement of projects. Since the beginning of this year, the locality has completed a total of 115.2 kilometers of rural road construction and renovation and 65 "micro-renovation" projects for rural road safety hazards.

In addition to building a sound rural road network, proper management and maintenance are also crucial. In Wangkui County, Suihua City, Heilongjiang Province, the locality established a three-level road management structure at the county, township, and village levels, implementing a three-level "road chief system" management model in which "county roads are managed by the county, township roads by the township, and village roads by the village." To firm up management responsibilities, the Discipline Inspection and Supervision Group stationed at the County Transport Bureau urged the County Transport Bureau to formulate and issue measures for road maintenance management, clarify the three-level maintenance units and responsible persons, and promote the formation of a work pattern in which each level supervises the level below and responsibilities are fulfilled at every level.

In July last year, heavy rain damaged some rural roads in Tongliang District, Chongqing Municipality. Many road surfaces cracked and collapsed, roadbeds were left suspended, and slopes landslides, affecting people's production and daily life. To complete post-disaster reconstruction and hazard remediation with both quality and quantity guaranteed, the Tongliang District Commission for Discipline Inspection and Supervision established four special supervision teams to continuously carry out related work. Through "office-group-locality" coordination, it conducted roving and on-site supervision of post-disaster reconstruction projects, focusing on key links such as the implementation procedures of flood-damaged projects, the disbursement and use of special funds, and completion acceptance. Regarding prominent problems discovered, it issued supervision reminder letters and rectification reminder notices to relevant departments, and dealt seriously with problems such as inadequate performance of regulatory responsibilities and formalism and bureaucracy in work.

On the basis of rational layout, urban-rural connectivity, and safe and smooth travel, the public has new expectations for the quality of rural roads. "We urged the Municipal Transport Bureau to act proactively, focusing on themes such as distinctive towns and villages, the film and television industry, and ancient culture, to create five major 'Four-Good Rural Roads' premium demonstration loop lines, including the 'Common Prosperity Garden Line' and the 'Dreamy Hengdian Line,' and to build supporting projects such as landscape greening improvement, facade renovation, utility line rectification, and public service facilities, driving the prosperous development of rural tourism, ecological industries, and rural e-commerce." according to officials from the Eighth Discipline Inspection and Supervision Group dispatched by the Dongyang Municipal Commission for Discipline Inspection and Supervision in Zhejiang Province. The group also promoted functional departments to carry out smart supervision of rural roads, exploring the use of digital "unmanned patrols" and automatic snow-melting systems for roads and bridges in winter to improve service and management efficiency.

A good road is a road of development, and even more a road of integrity. "The construction of 'Four-Good Rural Roads' covers a wide area and involves many projects, and the supervisory and regulatory departments are dispersed. If relevant supervision and regulatory systems are not sound, corruption risks are likely to arise." said a responsible official of the Yuan'an County Commission for Discipline Inspection and Supervision in Hubei Province. The county commission used a "district collaboration" mechanism to supervise the entire chain of project initiation, bidding, approval, and management processes, and strengthened integrity talks, special training, and warning education for the departments with primary responsibility to promote standardized management. At the same time, relying on supervision platforms such as the grassroots small and micro power "Supervision One-Click Access" and "QR Code Supervision," it strictly investigated clues to corruption and work-style problems. Since the beginning of this year, it has carried out 5 special supervision actions, 12 integrity talks, 2 special training sessions, and filed and reviewed 1 case.
