On June 17, the eighth meeting of the Standing Committee of the 13th Shaanxi Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) was held in Xi'an on the 17th. Reporters learned from the meeting that in the first quarter of this year, Shaanxi achieved a private economy added value of 373.05 billion yuan, accounting for 47.2% of the province's GDP, making it the "main force" of the province's economic growth.

The meeting introduced that in order to optimize the policy system, Shaanxi has issued the "Ten Measures to Vigorously Serve the High-Quality Development of the Private Economy" and the "Special Action Plan for Deeply Carrying Out the 'Three Rectifications and Four Improvements' on Prominent Problems Affecting the High-Quality Development of the Private Economy." At the same time, it has improved and perfected the service system for small and medium-sized enterprises, and has cumulatively cultivated and recognized 137 provincial-level and above public service demonstration platforms for small and medium-sized enterprises.

In addition, Shaanxi has innovatively created the "Shaanqi Tong" one-stop service platform, which has accepted 4,440 valid appeals from enterprises, with both the completion rate and satisfaction rate exceeding 90%. At the same time, it has continued to carry out the "Ten Banks, Hundred Billion, Benefiting Ten Thousand Enterprises" special action. In the first quarter of this year, it supported cooperative banks in issuing loans of 73.254 billion yuan, benefiting 123,000 small, medium, and micro enterprises.

The meeting stated that Shaanxi has cumulatively cultivated 188 *** specialized, refined, distinctive, and innovative "little giant" enterprises and 1,220 provincial-level specialized, refined, distinctive, and innovative small and medium-sized enterprises. In 2023, Shaanxi added 1,004 industrial enterprises above designated size, a net increase of 553, and the province's industrial enterprises above designated size reached 8,237. The number of new additions, net increase, and the number of industrial enterprises above designated size all reached historic highs.

The meeting pointed out that in the next step, it will continue to enhance the responsiveness to private enterprise appeals, policy accessibility, and market access, continue to improve the functions of the "Shaanqi Tong" platform, further unblock government-enterprise communication channels, and truly help enterprises solve problems. It will support private enterprises in participating in the formulation of enterprise-related policies, increase the publicity and interpretation of enterprise-related policies, and deliver policies accurately and honor them on time.
